SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE and APPROVE the Employment and Human Services Director, or his
designee, on behalf of the Workforce Development Board, to execute a contract with
John Muir Medical Center in an amount not to exceed $110,000 to provide Incumbent
Nurses Upgrade Program Services (INUP) for the period December 1, 2006 through
December 31, 2007.

SUBJECT: Contract with John Muir Medical Center for Incumbent Nurses Upgrade Program
(INUP)
$110,000: 100% State (Governor's Grant)
CHILDREN'S IMPACT STATEMENT:
This contract supports one of the community outcomes established in the Children's
Report Card: 3) "Families that are Economically Self Sufficient," by providing
educational and employment assistance to individuals enrolled in nursing programs.
BACKGROUND:
The Employment and Human Services Department (EHSD), on behalf of the Workforce
Development Board, received funding under the State's Workforce Investment Act
(WIA) to institute a program to enhance the skills of nursing professionals in Contra
Costa County. In regional partnership with EASTBAY Works Workforce Investment
Boards (WIBs) including Alameda County, City of Oakland, and City of Richmond,
EHSD will assist twenty-two current nursing students upgrade their nursing skills. The
strategy is to assist those in Licensed Vocational Nursing (LVN) positions to access
training for Registered Nursing (RN) positions and upgrade credentials of the registered
nurses from Associate to Bachelor's Degrees and from Bachelor's to Master's Degree
to meeting the critical need among regional hospitals for trained healthcare
professionals.
