SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract Amendment Agreement #74-187-5 with Fred Finch Children's Home, Inc. (dba Fred Finch Youth Center), a non-profit corporation, effective November 1, 2006, to amend Novation Contract#74-187-4, to increase the payment limit by $40,000, from $20,000 to a new payment limit of$60,000, with no change in the original term of July 1, 2006 through June 30, 2007, and to increase the automatic extension payment limit by $20,000, from $10,000 to a new total of$30,000. FISCAL IMPACT: This Contract is funded 50% by Federal Medi Cal, 45% by State Early and Periodic Screening, Diagnostics, & Treatment(EPSDT), and 5%.by Mental Health Realignment. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): In December 2006, the County Administrator approved, and the Purchasing Services Manager executed Novation Contract #74-187-4 with Fred Finch Children's Home, Inc. (dba Fred Finch Youth Center) for the period from July 1, 2006 through June 30, 2007 (with a six-month automatic extension through December 31, 2007), for the provision of Therapeutic Behavioral Services (TBS) for Seriously Emotionally Disturbed (SED) youth. Approval of Contract Amendment Agreement #74-187-5 will allow the Contractor to provide TBS to additional SED youth, through June 30, 2007. CONTINUED ON ATTACHMENT: YES SIGNATURE: A=L,& R. WALLACE, L,M.F.T. 1340 Arnold Drive, Suite 200 Martinez, California 94553 Ph (925) 957-5126 Fax (925) 95?-5155 December 27, 2006 MEMO TO: William Walker, M.D., Health Services Director FROM: Donna M_ Wigand, LCSW Mental ,; j � Hearth D+irector� f�"� SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR CONTRACT — Fred Finch Youth Center Contract#74-187 STATEMENT OF NEED FOR RETROACTIVE APPROVAL The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health Services. This program provides services to eligible Medi-Cal beneficiaries under 21 years of.age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. Fred Finch Center provides RCL12 Residential services to Contra Costa County children and youth. 4dditional youth in the program are at risk of losing their placement due to the severity of their emotional ind behavioral problems.
