SUBJECT: Approval of Contract#23-324-6 with Toyon Associates, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATIONS:
Approve and authorize the Health Services Director, or his designee (Pat Godley) to execute on
behalf of the County, Contract #23-324-6 with Toyon Associates, Inc., a corporation, in an
amount not to exceed $100,000 to provide professional consultation services and technical
assistance to the Department with regard to healthcare financial issues, for the period from
January 1, 2007 through December 31, 2007.
FISCAL IMPACT:
Funding for this Contract is included 100% in the Department's Enterprise I budget.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On January 14, 2006, the Board of Supervisors approved Contract #23-324-5 with Toyon
Associates, Inc., to provide professional consultation and technical assistance to the Department
with regard to healthcare financial issues, for the period from January 1, 2006 through December
31, 2006.
Approval of Contract #23-324-6 will allow the Contractor to continue to provide preparation of
the Medicare/Medi-Cal crossover bad debt listing for the CCRMC Medicare cost report audit of
Fiscal Year 2004-2005; preparation of the Medicare Disproportionate Share Hospital eligible day
listing for the Fiscal Year 2005-2006 cost report; and research and advice on healthcare financial
issues at the request of the Department through December 31, 2007.

On July 25, 2006, the Board of Supervisors approved Contract #22-938 with John Muir Community
Health Alliance to provide preventive and restorative dental care services on the Ronald McDonald
Care Mobile, for the period from July 1,2006 through March 31, 2009.
Approval of this board order will reflect the intent of the parties and correct the name of the
Contractor, thereby allowing John Muir Health Inc, (dba John Muir Community Health Alliance) to
act as fiscal agent with regard to dental care services to uninsured and underserved children in Contra
Costa County for the Ronald McDonald Care Mobile,through March 31, 2009.
