SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution #20235 to INCREASE HOURS of two (2) Mental Health Clinical Specialist-Unlicensed(VQ8A-Represented) positions#7511 and#11601 from Permanent Intermittent to full- time. FISCAL IMPACT: The Health Services Department has estimated an annual cost of$102,337.66 to increase hours of the positions and is funded through Mental Health realignment and overtime revenue offset. BACKGROUND: The Health Services Department is requesting to increase the hours of two Mental Health Clinical Specialist- Unlicensed positions #7511 and #11601 from Permanent Intermittent 20/40 to Permanent Full-time (40/40) to provide consistent mental health services during the night shift in the Psychiatric Emergency Services (PES) Department. The attempt to recruit, attract and retain qualified mental health emergency services clinicians in PES has been challenging due to a competitive disadvantage primarily tied to the lack of benefits offered to staff holding permanent intermittent status. The duties of the Mental Health Clinical Specialist include: providing psycho-therapeutic intervention, treatment, and other related mental health services to consumers and their. families; providing individual, family, and group therapy services; preparing social case histories with particular emphasis upon psycho-social factors affecting the client; coordinating with other staff members and community agencies in carrying out treatment and/or rehabilitation plans and providing supportive services to board and care staff including training, treatment plan development and liaison at the client level. CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted, the Mental Health Division will remain under staffed and provide minimal mental health services during night shift to adult consumers at Psychiatric Emergency Services.
