SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
DETERMINE that the Appian Way Curb Ramps project is a California Environmental Quality Act(CEQA)Class 2
Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project, and AUTHORIZE the Public Works Director, or designee, to advertise the project.

FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by Measure C Funds.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The project is located in unincorporated west Contra Costa County,on Appian Way,between San Pablo Dam Road
and Corte Arango, El Sobrante area.
The purpose of the project is to improve existing sidewalk,curb ramps,and install Americans with Disabilities Act
(ADA) compliant curb ramps at several intersections along Appian Way.
The project consists of removing and replacing existing pavement,curb,gutter,and sidewalk,striping,and installing
Americans with Disabilities Act(ADA)curb ramps,base rock,detectable warning surfaces,saw-cutting,grinding,
conforming roadway and driveways,adjusting existing guardrails,retaining walls,driveways,crosswalks,and signs,
and utility relocation.
At the San Pablo Dam Road and Appian Way/La Colina Rd. intersection, existing lanes will be narrowed slightly.
The location of an existing guardrail will be adjusted slightly to provide a protected place for pedestrians to stand
while they wait to cross the street and the existing crosswalk on the northern side of the intersection(across Appian
Way)will be removed to accommodate a new extended ADA compliant curb ramp/pedestrian path. Pedestrians will
be re-routed to use the new improved curb ramp/pedestrian path on the east side of the intersection to access the
crosswalk on San Pablo Dam Rd.
At least one lane of traffic will be open at all times during construction activities. Emergency vehicle access will be
allowed at all times. Real property transactions, including right-of-way may be necessary for this project. Tree
branches and shrubbery may need trimming throughout the project. Ornamental trees and shrubbery may need to be
removed. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly.
There is no possibility that the project may have a significant adverse effect on the environment. The project
consists of the operation, repair, and maintenance of existing facilities involving no expansion of use beyond that
previously existing. The project will not result in the removal of any scenic resource.
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

The project will not have a significant effect on the environment. The recommendation is based
on the following: The project consists of the replacement or reconstruction of existing structures and facilities on the same site
with the same purpose and capacity as the structure replaced. The project will not result in the removal of any scenic resource.

GENERAL CONSIDERATIONS:
1. Location: The project is located in unincorporated west Contra Costa County,on Appian Way, between San

The project consists of removing and replacing existing pavement, curb,gutter,and sidewalk,striping,and installing
Americans with Disabilities Act(ADA) curb ramps, base rock, detectable warning surfaces, saw-cutting, grinding,
conforming roadway and driveways,adjusting existing guardrails, retaining walls,driveways, crosswalks,and signs,
and utility relocation.
At the San Pablo Dam Road and Appian Way/La Colina Rd. intersection, existing lanes will be narrowed slightly.
The location of an existing guardrail will be adjusted slightly to provide a protected place for pedestrians to stand
while they wait to cross the street and the existing crosswalk on the northern side of the intersection (across Appian
Way)will be removed to accommodate a new extended ADA compliant curb ramp/pedestrian path. Pedestrians will
be re-routed to use the new improved curb ramp/pedestrian path on the east side of the intersection to access the
crosswalk on San Pablo Dam Rd. -
At least one lane of traffic will be open at all times,during construction activities. Emergency vehicle access will be
allowed at all times. Real property transactions, including right-of-way maybe necessary for this project. Tree
branches and shrubbery may need trimming throughout the project. Ornamental trees and shrubbery may need to
be removed. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly.
Location: The project is located in unincorporated west Contra Costa County,on Appian Way, between San Pablo
Dam Road and Corte Arango, EI Sobrante area.
