SUBJECT: Approval of Novation Contract#24-927-11 with Aslan Pacific Psychological Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Novation Contract #24-927-11 with Asian Pacific Psychological
Services, a non-profit corporation, in an amount not to exceed $811,451, to provide mental health
services, wraparound services, and dual-diagnosis treatment services for the period from July 1,
2007 through June 30, 2008. This Contract includes a six-month automatic extension through
December 31, 2008, in an amount not to exceed$405,726.
FISCAL IMPACT:
This Contract is funded 47% by Federal FFP Medi-Cal, 46% by State Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT), and 7% by Mental Health Realignment.
CIIILDREN'S IMPACT STATEMENT:
This EPSDT Program supports the following Board of Supervisors' COInrnunity outcornes:
"Children Ready for and Succeeding in School"; "Families that are Safe, Stable, and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include an increase in positive social and emotional development as
measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decrease in
juvenile offender recidivism as measured by probation database information.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides school and
community based mental health services, including: assessments, individual, group and family

therapy; medication support, case management, outreach, and crisis intervention services, to an
underserved Asian population and will result in greater home, community, and school success.
This Contract also provides day treatment and mental health services to dually diagnosed adolescents
admitted into the West County Youth Drug Court, in order to reduce unsafe behavior, improve
school attendance and performance, avoid out-of-home placement, and deal with emotional
problems.
On December 19, 2006, the Board of Supervisors approved Novation Contract #24-927-10 with
Asian Pacific Psychological Services for the period from July 1, 2006 through June 30, 2007,
with a six-month automatic extension through December 31, 2007, for the provision of school and
community based mental health services.
Approval of Novation Contract #24-927-11 replaces the automatic extension under the prior
contract and allows the Contractor to continue providing services through June 30, 2008.
