SUBJECT: Approval of Novation Contract#74-259-4 with Aspen Solutions, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMNIENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Novation Contract #74-259-4 with Aspen Solutions, Inc., a non-profit
corporation, in an amount not to exceed $87,600, to provide residential day treatment and mental
health services for mentally or emotionally disturbed children, for the period from July 1, 2007
through June 30, 2008. This Contract includes a six-month automatic extension through December
31,2008, in an amount not to exceed $44,160.
FISCAL IMPACT:
This Contract is funded 100%by the Individuals with Disabilities Education Act (IDEA/SB 90).
CHILDREN'S IMPACT STATEMENT:
This SB 90 program supports the following Board of Supervisors' community Outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include all goals identified by Children's Statewide System of Care
guidelines including increasing and maintaining school attendance as measured by school records; an
increase in positive social and emotional development as measured by the Child and Adolescent
Functional Assessment Scale (CAFAS); an increase in family satisfaction - as measured by the
Parent Satisfaction Survey; decreased used of acute care system; and placement at discharge to a
lower level of care.

BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides Residential
Intensive Day Treatment Program and Mental Health Services for mentally or emotionally
disturbed children, including Special Education Pupils (SEP), for Individualized Education .Plan
(IEP)required services at Contractor's Aspen Ranch.
On December 12, 2006, the Board of Supervisors approved Novation Contract #74-259-3 with
Aspen Solutions, Inc., for the period from July 1, 2006 through June 30, 2007, with a six-month
automatic extension through December 31, 2007, for the provision of residential day treatment
and mental health services for mentally or emotionally disturbed children.
Approval of Novation Contract #74-259-4 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2008.
