SUBJECT: Approval of Novation Contract#74-218-4 with Desarrollo Familiar, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RF.comMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the
County, Novation Contract #74-218-4 with Desarrollo Familiar, Inc., a non-profit corporation, in an amount not to
exceed $154,700, to provide school and community based mental health services for Latino children and their families,
for the period from July 1 2007 through June 30, 2008. This Contract includes a six-month automatic extension
through December 31, 2008, in an amount not to exceed$77,350.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP Medi-Cal, 45% by State Early and Periodic Screening, Diagnosis and
Treatment(EPSDT),and 5°/I by Mental Health Realignment.
CIIII,DREN'S IMPACT STATEMENT:
This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children Ready for and
Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide
a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
BACKGROUND/REASON(S) FOR RECOMMENDATION (S):
This Contract meets the social needs of County's population in that it provides school and community based mental
health services, including: assessments; individual., group and family therapy; medication support; case management;
outreach; and crisis intervention services, to an underserved Latino population and will result in greater home,
community,and school success.
On November 14, 2006, the Board of Supervisors approved Novation Contract #74-218-3 with Desarrollo Familiar,
Inc. for the period from July 1,2006 through June 30,2007, with a six-month automatic extension through December 31,
2007,to provide school and community based mental health services for Latino children and their families.
Approval of Novation Contract #74-218-4 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2008.
