SUBJECT: Approval of Novation Contract#74-031-10 with Summitview Child Treatment Center, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the
County, Novation Contract#74431-10 with Summitview Child Treatment Center, Inc., a non-profit corporation, in
all amount not to exceed $115,000, to provide a residential day treatment program for Seriously Emotionally
Disturbed (SED) adolescents, for the period from July 1, 2007 through June 30, 2008. This Contract includes a six-
month automatic extension through December 31, 2008, in an amount not to exceed $57,500.
FISCAL.IMPACT:
This Contract is funded 25% by Federal Medi-Cal Federal Financial Participation, 25% by State Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT), and 50% Individuals with Disabilities Education Act(IDEA/SB 90).
CIIII.DREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors' community outcomes: "Children Ready For and
Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide
a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive
social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a residential day treatment program,
including day rehabilitation services, medication support, and mental health services for SED adolescents.
On July 11, 2006, the Board of Supervisors approved Contract #74-031-8 (as amended by Contract Amendment
Agreement #74-031-9) with Summitview Child Treatment Center, Inc., for the period from July 1, 2006 through
June 30, 2007, with a six-month automatic extension through December 31, 2007, for the provision of an intensive
day treatment program for Seriously Emotionally Disturbed (SED) adolescents.
Approval of Novation Contract#74-031-10 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2008.
