BACKGROUND: Brighter Beginnings, formerly The Perinatal Council, is the lead and fiscal agent for the Promoting Safe and Stable Families, Healthy Futures Project (HFP), a collaborative project in East County. Contractor will partner with First Baptist Church (FBC), City of Pittsburg, Success through Self Academy (STSA), and One Day at a Time (ODAT) to implement HFP— a program that will provide a comprehensive, community-based continuum of services for low-income, at-risk families, children and youth residing in Pittsburg and Antioch.
