RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment with Brighter Beginnings, effective
November 1, 2007, to decrease the payment limit by $12,945 to a new payment limit of
$73,355 with no change in the term of July 1, 2007 through June 30, 2008 to provide
Promoting Safe and Stable Families (PSSF), Healthy Futures Project (HFP).
FISCAL IMPACT:
$73,355: 58% State Family Preservation (30% County; 70% State); 42% Federal
Promoting Safe and Stable Families

CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families," by providing afterschool services, housing referrals, summer youth programs,
youth mentoring services.
BACKGROUND:
Brighter Beginnings, formerly The Perinatal Council, is the lead and fiscal agent for the
Promoting Safe and Stable Families, Healthy Futures Project (HFP), a collaborative
project in East County. Contractor will partner with First Baptist Church (FBC), City of
Pittsburg, Success through Self Academy (STSA), and One Day at a Time (ODAT) to
implement HFP— a program that will provide a comprehensive, community-based
continuum of services for low-income, at-risk families, children and youth residing in
Pittsburg and Antioch.
Program funding was reduced by $12,945.
