Rupf, Sheriff-Coroner ------------ County sro � DATE: October 17, 2007 SUBJECT: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to enter into a contract extension with Interact Business Group Corporation to develop comprehensive plans for the development of the First Responder Training Center to be submitted for consideration by the Local Reuse Authority for the former Concord Naval Weapons Station. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to enter into a contract extension with Interact Business Group Corporation to develop comprehensive plans for the development of the First Responder Training Center to be submitted for consideration by the Local Reuse Authority for the former Concord Naval Weapons Station by extending the term from July 31, 2007 through November 15, 2007 with no change in the payment limit of$55,500. FINANCIAL IMPACT: , This action will have no additional fiscal impact. 50% County, Sheriffs Office budget; $27,750. 50% Special District, Contra Costa Fire District budget; $27,750. BACKGROUND: On May 1, 2007 (Item C.52) the Board authorized the Sheriff-Coroner to contract with Interact Business Group Corporation to prepare a plan to accompany the County's Notice of Interest (NOI ) to the Local Reuse Authority for the Concord Naval Weapons Station (CNWS) for the creation of a joint use training center. Interact Business Group and the County encountered delays in data collection that impacted the time period of the contract to produce the plan. Therefore we request the contract extension. In early March of 2007, the Navy published the Notice of Surplus for the Concord Naval Weapons Station (CNWS). The CNWS has been inactive for many years and this Notice of Surplus is a critical step for conversion of the property to other uses. The Federal Property and Administrative Services Act governs the disposal of federal real property when a federal agency no longer needs a property to carry out its mission. The City of Concord, as the Local Reuse Authority (LRA), is required to satisfy certain federal requirements related to Public Benefit Conveyances (PBC) in connection with planning the reuse of the inland portion of the CNWS. The PBC enables surplus federal property for certain public purposes to be obtained at up to a 100% discount in the fair market value. These entities must be provided a minimum of 90 days and a maximum of 180 days to submit a NO1 application. CONSEQUENCES OF NEGATIVE ACTION: The negative impact of not completing the work under this contract and not submitting a business plan to the Citv of Concord will be the failure of our joint effort to obtain between 60 and 115 acres at a discount of up to 100% of market value and the setback in the creation of a First Responder Training Center.
