Costa ;s Director of Human Resources DATE: November 6, 2007 cUsrA COU7i4� G� County SUBJECT: P300 #20381-Health Services Department SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 20381, reallocating the classification of Health Plan Sales Manager(VCHB)from salary level B85 1629 ($5,255-$6,388)to salary level B85 1785($5,785-$7,032) and re-title the classification of Health Plan Sales Manager (VCHB)to Health Plan Sales and Outreach Manager(VCHB) [Unrepresented]as recommended by the Assistant County Administrator- Human Resources Director FISCAL IMPACT: Upon approval, there will an annual cost of$11,402, which will be completely offset by Enterprise II funds. This action will result in no net County cost. BACKGROUND: The Health Services Department has requested a salary reallocation as well as the revision and re-titling of the Health Plan Sales Manager classification. The Department is requesting this action due to the fact that when this classification was created back in 1987, many of the programs that the CCHP (Contra Costa Health Plan) offers currently did not exist at that time. Many of these newer programs are government products such as Medicare Advantage and Healthy Families and are strictly monitored by one or more government agencies. These government programs are heavily regulated when it comes to their outreach campaigns and the campaigns must.be run to the exact guidelines that are mandated by the monitoring government agencies. Due to this reason, this position has now taken on the additional duties of running the outreach campaigns as well as the sales/marketing duties for the CCHP. The salary reallocation and the re-titling of the classification will more accurately reflect the duties and responsibilities that are assigned to this position.
