SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Resolution Number 2007/591 adjusting the salary of employee#71086 from step two to step five of the salary
range B85-1750.
FISCAL IMPACT:
Upon approval, this action will result in an annual additional cost of$11,767.32 to the County general fund, and will be
absorbed within the department's budget.
BACKGROUND:
The Human Resources Department is requesting that the salary of employee#71086 be adjusted from step two to step
five of the Labor Relations Specialist 11 salary range. This employee has performed at an exemplary level, and she
continues to execute additional responsibilities and duties that she assumed during the last contract negotiations when
the Labor Relations Unit was severely short-staffed.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved,the employee will not be appropriately compensated in relation to her background and
experience.

SUBJECT: In the Matter of Merit Step Adjustments for Labor Relations Specialist 11
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of
the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES
THAT:
WHEREAS, the salary regulations state in part that, °Except as otherwise provided increments within
range shall not be granted more frequently than once a year ...°, and
WHEREAS, Labor Relations Specialist II employee#71086 in position# 131, has performed in an
exemplary manner over the past several months. The position requires a thorough knowledge of
complicated employment laws and County and State regulations. This has allowed the Labor Unit to
operate below normal staffing levels, and .
WHEREAS, there is a need to recognize efforts and work being performed by this employee;
NOW, THERFORE, BE 1T RESOLVED that a merit step increase shall be provided for Labor
Relations Specialist 11 employee#71086(position#131), from step two to step five on the merit step
range effective July 1, 2007.
