BACKGROUND:
The Advisory Council on Equal Employment Opportunity was established in July 1991 to
serve as an advisory committee to the Board of Supervisors regarding the implementation of
the County's Affirmative Action Plan, to review the Affirmative Action Program, and
recommend actions to facilitate attainment of the County's goal for affirmative action.

The Council consists of 11 members and the Internal Operations Committee (IOC) reviews
nominations to all seats except those designated for County managers and labor
organizations. Seat terms are for three years.
The Internal Operations Committee has canceled its November 5 meeting and is not
scheduled to meet again until December 3. In the interest of maintaining maximum
participation on County boards and commissions, I have reviewed the background materials
normally provided to the IOC and am forwarding to the Board my recommendations.

Employment Opportunity
The Advisory Council on Equal Employment Opportunity is recommending the
appointment of Mr. Vikram Amar to the Education seat and the reappointment of Mr.
Gerald Williams to the Disabled seat effective December 1, 2007. Both seats will expire
November 30. 2007.
Background
The Advisory Council on Equal Employment Opportunity was established by the Board
July 9, 1991. The Council advises the Board on the implementation of the County's
Affirmative Action Plan, Outreach Program, and Small Business Enterprise Program.
The Advisory Council consists of eleven members as follows:
• two representing County management,
• two representing Contra Costa County employee organizations,
• three representing the diverse community protected groups,
• one representing disabled,
• one representative of business,
• one representative of labor organizations, involved in training.
• one representative of education.
The two employee organization seats are for two year ternis and are selected by the
unions and recommended for appointment by the Board of Supervisors. The seats are
rotated as follows:

The two County management seats are for two years and are selected by the County
Administrator and recommended for approval by the Board of Supervisors.
The applicants for the remaining seats on the Advisory Council are interviewed by the
Advisory Council members; recommendations are forwarded to the Internal Operations
(IO) Committee; and the IO Committee may appoint the recommended candidates or they
may conduct their own interviews and select the new Advisory Council members.
Applicants recommended by the Advisory Council or interviewed and selected by the IO
Committee are recommended to the Board of Supervisors for appointment.
Recruitment of Applicants
In accordance with the October 12, 1999 memorandum from the IO Committee to
Department Heads responsible for staffing selected advisory bodies, the Advisory
Council on Equal Employment Opportunity mailed letters and applications to various
community groups and interested persons. Several applications were received.
(Attachment) The applicants were invited for an interview at the September and October
2007 Advisory Council meetings.
Mr. Amar's and Mr. William's work experience and expertise displayed the type of
commitment needed for effective participation on the Advisory Council.
Recommendation
The Advisory Council selected and recommends Mr. Vikram Amar for the Education
seat and Mr. Gerald Williams for the Disabled seat on the Advisory Council.

internship with the Alcohol and Drug Abuse Council of Contra Costa, Inc.
His internship included doing intake counseling, and individual counseling
of DUI clients. Mr. Williams also provided facilitation of intense group
process counseling of individuals to look at themselves and they relationship
with alcohol and or other drugs. He was extremely helpful in teaching
clients the affects of alcohol on an individuals and families as well. His
administrative duties included court-required paperwork as well as

resources in the community to help the client as they abstain from drug
