SPI-C)FICREQULST(S)OR RE-COMMENDATION(S) BACKGROUND.AND JUSTIFICATION
RECO'NIMENDED ACTION:
Approve the 2007/08 Dougherty Valley Maintenance budget totaling$11,100,153 as summarized on Exhibit 1.
FISCAL IMPACT:
There is no impact to the County General Fund. The Dougherty Valley Maintenance Budget is made up of a variety
of revenucS including CSA M-29 ad-valorem property taxes,CSA M-29 assessment fees,real property transfer taxes
and City of San Ramon sales tax, Lines, licenses and DMV fees. At the end of the fiscal year funds are to be
reimbursed to the City of San.Ramon for various municipal services provided within the Dougherty Valley Area
pursuant to the 1994 Settlement Agreement that allowed for the Development of Dougherty Valley. The budget for
CSA M-29 was previously approved.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
On December 20, 2005, the Board of Supervisors approved a Reimbursement Agreement between the County, the
City of San Ramon, Shapell Industries and Windemere BLC land Company for costs of the City of San Ramon
services within the boundaries of Dougherty Valley.
The Reimbursement Agreement outlined the annual process for the City of San Ramon to receive reimbursement of
funds for services rendered in Dougherty Valley. The process laid out in.the agreement calls for the annual budget
for Dougherty Valley Maintenance to be approved at the San Ramon City Council level and then subsequently
approved at the County Board of Supervisors.
On May 22, 2007, by Resolution 2007-87, the San Ramon City Council approved the FY 2007/08 citywide
operating budget including line items for the Dougherty Valley Maintenance which totaled$11,100,153)in expenses.
CONSEQUENCES OF NEGATIVE ACTION:
The Dougherty Valley Maintenance budget will not be approved and the City of San Ramon will not receive
reimbursen-tent for city services perfonned in Dougherty Valley as agreed to under terms of the Reimbursement
Avreement and the 1994 Settlement Agreement.
