RECONINIENDATIONN'
Approve and authorize the Health Services Director, or his designee (Donna Wiland) to execute
on behalf of the County, 'Novation Contract <'4-259-3 with aspen Solutions, Inc., a non-profit
corporation. in an amount not to exceed S8',600, to provide residential day treatment and mental j
health services for mentally or emotionally disturbed children, for the period from July 1, 2006
through June 30. 200?. This Contract includes a six-month automatic extension through December
31.200'_. in an amount not to exceed S44,160.
FISCAL IMPACT:
This Contract is funded 100%by the Individuals with Disabilities Education Act(IDEA SB 90).
CHILDREN'S IMPACT STATENIE\T:
This SB 90 program supports the following Board of Supen-isors' community outcomes: i
"Children Ready For and Succeeding in School'; 'Families that are Safe. Stable, and\urturina i';
and "Communities that are Safe and Provide a High Quality_ of Life for Children and Families".
Expected program outcomes include all goals identified by Children's Statewide System of Care
guidelines including increasing and maintaining school attendance as measured by school records; an
increase in positive social and emotional development as measured by the Child and Adolescent
Functional Assessment Scale (C_-XFAS); an increase in family satisfaction - as measured by the
Parent Satisfaction Survey; decreased used of acute care system; and placement at discharge to a
lower level of care.

BACKGROUND/REASON(S) FOR RECOmDIE\DATIO\(S):
This Contract meets the social needs of County's population in that it provides Residential
Intensive Dai- Treatment Program and Mental Health Services for mentally- or emotionally
disturbed children, including Special Education Pupils (SEP), for Individualized Education Plan
(IEP) required services at Contractor's aspen Ranch.

On October 11, 2006. the Board of Supervisors approved Contract #714-259 (as amended by �
Contract Amendment ?agreements 74-269-1 and =74-269-2) with Aspen Solutions, hic., for the I
period from April 1, 2006 through June 30, 2006. (with an automatic extension through December
31, 2006), for the provision of residential day treatment and mental health services for mentally or
emotionally disturbed children.
Approval of 'Novation Contract =74-269-3 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30. 2007. �
