Contracts Administrator u _�.N DATE: November 29. 2006 � County I :i;.biRr SUBJECT: Approval of\Iovation Contract#'74-0=1=-11 with Lincoln Child Center.Inc. � SPECIFIC1=t.;5-5;6R K COMMEn DAT1O _S)&BACKGROUND:JS_.I=I',AT!0N I RECOmNIENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the Count-, Novation Contract =74-044-11 with Lincoln Child Center, Inc., a non- profit corporation, in an amount not to exceed 5100.000, to provide Therapeutic Behavioral Services (TBS), for the period from July 1, 2006 through June .3 200.'•. This Contract includes a i six-month automatic extension through December 31. 200%, in an amount not to exceed 550,000. i FISCAL IMPACT: i i This Contract is funded 50% by Federal FFP Medi-Cal. 47% by State Early and Periodic Screening, Diagnosis and Treatment (EPSDT), and 3%by dental Health Reali�lment. CHILDREN'S INIPACT STATENIE\T: This TBS Program supports the following Board of Supervisors community outcomes: "Children ready for and succeeding in school"; "Families that are safe, stable, nurturing'; and "Communities that are safe and provide a high quality of life for children and families". Expected outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in school attendance as measured by school records, increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS), increase in family- satisfaction - as measured by the Parent Satisfaction Survey, decreased use of acute care system, and placement at discharge to a lower level of care. This program will provide services to eligible Medi-Cal beneficiaries under 21 rears of age who meet the Mental Health Plan medical necessity criteria. who are members of the certified class and who meet the criteria for needing these services. On December 20. 2005. the Board of Supervisors approved 'Novation Contract #74-044--10 with � Lincoln Child Center for the period from July 1. 1005 through June 30, 2006 (which included a six-month automatic extension through December 31, 2006) for the provision of Therapeutic Behavioral Services. i Approval of Novation Contract =74-044-11 replaces the automatic extension under the prior Contract. allowing Contractor to continue providing services through June 30, 2007.
