BACKGROUND As part of our recent labor negotiations, Human Resources staff have surveyed many county classifications to determine whether Contra Costa is competitive with our relevant labor market. It has been our County's desire to keep our compensation programs competitive in order to attract and retain the best possible labor force that can offer high quality services to the public. Appropriately, we have been able to start making labor market adjustments in the recently concluded negotiations for some of our rank and file positions, and will do so for management, as budget resources allow. In conducting this year's classifications reviews, the County Administrator had Human Resources do several reviews of prevailing salaries for Board of Supervisor members. As you may be aware the Contra Costa Board has not revisited Board of Supervisors base salary setting for nearly two decades, and has additionally declined the COLAs granted to the general workforce after October 2001. Our survey data has been organized using three methods on the attached charts. Charts/methods compare Contra Costa County Board of Supervisors salary to: 1) All other eight Bay Area counties; 2)All other fourteen California counties that make up the most populous counties in California over 600,000; and, 3)All nine California counties that are used for our county's 'All Employees' labor market comparisons. Contra Costa County's monthly salary for Board of Supervisors of $4,993 is significantly below our nine most populous California counties mean (average) of $8,670; our nine county survey grouping mean of $8,526; and, the Bay Area counties mean of $7,964. In other words, Contra Costa's base salary scheduled for Board of Supervisor members is on average 73.6% behind the largest California county's grouping; 70.7% behind the nine county labor market grouping; and, 59.5% behind the other Bay Area counties. As part of the survey, we have also gathered information on auto allowance and deferred compensation for your review. Our charts also provide information on whether various counties have salary setting formulas for their Board of Supervisors, the county budget size and county population. As additional information for your consideration the monthly salary of our 6 other elected officials runs from $10,043 to $15, 282 per month, with an average of$12,461. Should the Board of Supervisors take any future action based on this information, the actual fiscal impact will be identified and budgeted with our new revenues, therefore not impacting any existing services. Pursuant to Government Code Section 25123.5, an ordinance is required to change the salary of Members of the Board of Supervisors. Chair Gioia provided background,noting that the last time the Board raised member salaries was in 2001. John Cullen, County Administrator, presented the results of a regional salary survey. He noted the County has been making equity adjustments to bring other County employees up to regional market standards based on similar surveys. He said the last time the Board looked at a survey for a potential equity adjustment was in the 1980s, and that 2001 was the last year in which the Board accepted a cost of living adjustment(COLA). He said that the Contra Costa Board of Supervisors currently have the lowest salaries of all nine Bay Area counties. He added that these are the counties that are always reviewed when employee salaries are being evaluated. The Chair called for public comment and the following person spoke: Rollie Katz, Public Employees Union Local 1, said that if the Board decides to use the mean of the nine Bay Area county salaries for itself, it should likewise do so for all County employees. John Cullen responded to note that he is not aware of any County employees that have salaries that are 50-70%below the mean, as this Board does. He said he thinks this Board has indicated its position by not taking any salary increases in the last five years. Supervisor Piepho asked about the process. Silvano Marchesi, County Counsel, responded that Contra Costa is a general law county limited to the processes in the state law that require the passage of an Ordinance to increase the Board member salaries. He noted that the current Ordinance is set up to coordinate Board salary figures with Human Resources employment codes. Supervisor Glover noted that due to the responsibilities of the position on the Board, it is in a Supervisor's best interest to make the position his or her full-time job. By a unanimous vote of 4-0 with the District IV seat vacant, the Board of Supervisors took the following action: DIRECTED County Counsel and the County Administrator to return to the Board with a Draft Ordinance that would: increase Board member salaries to the nine-county salary mean of $7,964, or the closest match based on Human Resources employment codes; provide for the same deferred compensation benefits as those of the County's elected department heads; increase the auto allowance from $550 to $600 per month plus mileage; a cost of living increase in July of 2007 in the same percentage that was negotiated for all the management and rank and file employees; and a report on the financial impacts of these actions.
