RECONINIENDATIOS(S):
Approve and authorize the Health Services Director. or his designee (Donna Wigand) to execute on behalf of
the Count}-. Novation Contract -24-9'_0-11 with Fred Finch Children's Home, Inc. (dba Fred Finch Youth
Center), a non-profit corporation, in an amount not to exceed S49-5.765, to provide an intensive day treatment �
program and medication support services for Seriously Emotionally Disturbed children, for the period from
Jul- 1. 2006 through June 30. 2007. This Contract includes a six-month automatic extension through
December =1. 2007 , in an amount not to exceed S247.882.
FISCAL IINIPACT:
This Contract is funded 50% by Federal Medi-Cal FFP. 45% by State Earl_- and Periodic Screening.
Diagnosis. and Treatment(EPSDT) 5%by Mental Health Realignment.
CHILDREN'S I-NIPACT STATEMENT:
This program supports the following Board of Supervisors' community-outcomes: "Children Read-For and i
Succeeding in School ''Families that are Safe. Stable. and`urwrine'_ and "Communities that are Safe and
Provide a Hiah Quality- of Life for Children and Families". Expected program outcomes include all goals
identified b} Children's Statewide S}stem of Care guidelines including a decreased use of acute care systems
and placement at discharge to a lower level of care.
BACKGROUND/REASON(S) FOR RECONINIENDATION(S):
This Contract meets the social needs of Count}-'s population in that it provides mental health services.

On Januar- 24. 2006. the Board of Supervisors approved Novation Contract =24-920-9 (as amended by
Contract Amendment Agreement='-4-920-10j with Fred Finch Youth Center, for the period from Jul- 1. 200?
through June 30, '006. (-which included a six-month automatic extension through December 31, 2006) for the �
provision of an intensive day- treatment program and medication support services for seriously emotionally
disturbed children at its Fred Finch Youth Center Residential Dai•Treatment Programs.
Approval of Novation Contract X24-920-11 replaces the automatic extension under the prior Contract and i
allows the Contractor to continue providing services through June '310. 1-007.
