In the Matter of RESOLUTION NO. 2006/_71y
URGING THE BART BOARD OF DIRECTORS TO REINSTATE ITS POLICY OFNOT PERMITTING
ADVERTISING FOR ALCOHOLIC BEVERAGES IN BART STATIONS AND TRAINS
Whereas,BART is a public transit system used by tens of thousands of Bay Area residents and visitors each day; and
Whereas,BART is one of few public places free of alcohol advertising in Contra Costa County; and
Whereas,exposure to advertising on BART is involuntary for those who use the system; and
Whereas,BART ridership includes underage youth,people in recovery from alcoholism,convicted drunk drivers who have
lost their license to drive, and others who may be particularly vulnerable to alcohol advertising; and
Whereas, exposure to alcohol advertising is positively associated with higher rates of drinking among some vulnerable
populations; and
Whereas,alcohol-related violence,injuries,healthcare,crime,absenteeism and destruction of public property already place
a large burden on Contra Costa County; and
Whereas,the decision to permit alcohol ads on BART was made without the opportunity for adequate public comment;and
Whereas,BART has had a long-standing policy of not permitting alcohol advertisements in its stations and trains,and just
recently changed this policy on September 18"',2006 and is now reconsidering this policy change:
NOW THEREFORE BE IT RESOLVED,that the Board of Supervisors of Contra Costa County urges the BART Board
of Directors to reinstate its policy of not permitting ad rtising for alcoholic beverages in BART stations and trains.

Dear Julie or Jane,
The BART Board needs to get a copy of the resolution by the time they meet again: November 16th!!
Would you please make sure that they receive a copy by then? At that meeting they will be reconsidering
their decision and it would be helpful for them to know there's a lot of support for it.
