THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Date: November 14, 2006 Public Comment
On this date, the Chair called for public comment. The following people presented
testimony:
• Charles Evans, resident of Richmond, recalled incidents from 2001 regarding a
dispute with Children and Family Services and alerted the Board of his plan to
appear before the Board every month until his first claim arises in 2014 to restate
specific facts that occurred when he interacted with Children and Family Human
Services ;
• Martin Gelhaum, resident of Moraga thanked the Board for recognizing the 46th
anniversary of the founding of Nichirim Buddhism in the United States;
The following people submitted their comments via electronic mail:
• Doug Sibley, resident of Martinez requesting the Board not to remove drive by
drop in mail box at Pacheco Post Office;
• Asia Johnson Daniels urging the Board to reorganize the Executive
Administration at Doctors Medical Center, San Pablo/Pinole;
• Morris Carey, resident of Pittsburg;
• Michael F. Sarabia, thanked the Board and Senator Torlakson for creating a Bill
beautifying the Greta California Delta Trail.

consider rezoning Oak Park Elementary School to allow an educational facility (or) for
low density housing;

The Problem: The land owner of the property the Pacheco Post Office sits on
asked/forced the Post office to remove the drive-through mail collection :box
on their property since it was causing congestion.
Facts and thoughts: Parking is very limited in front of the post office and
is often taken by people using nearby businesses. Cars using the
drive-through facility do just that they quickly drive through. Now, without
the drive through box:, I have to find a place to park, turn off my ignition,
run up to the collection box just outside the front door of the post office,
then exit the parkingjlot and drive off. Others just leave their cars idling
while they stop to drop off letters by hand. All post offices are often
congested areas during peak hours of the day, regardless of where they are
located. However, the removal of the efficient (energy-wise, time-wise, and
space-utilization-wise) drive by drop in mail box at the Pacheco Post Office
is so counterproductive, it just boggles my mind. What can be done either by
either the County or the BAAQMD?

Inadequate Science Link Mono Lake, Peripheral Canal, Delta Smelt Kill-off and
Wild Pig E. Coli

Study of the impact of Ecological changes indicate they harm human and marine
life but the study and scientific findings deserve an Incomplete.
The surprises after changes in Mono Lake and Delta water flow level schedules
reversed expec tat i ons'j based on invalid assumptions. Data tell us which
expectations must be 'changed to solve a problem. Lack of data allows invalid
assumptions.
In the case of Mono Lake, scientists testified that lowering the water level
would not affect wildlife, after this was done the "salinity" increased and
the wildlife population plummeted. California was taken to court and the judge
ordered water levels restored.
Recently, the revival: of the Peripheral Canal proposal was ended by wise
Contra Costa County officials at a cost to their future support.
One of the arguments for the Peripheral Canal is that it would keep Sacramento
River water going south "clean" by using a Delta bypass, but how about the
Delta?
What if the water flushing effect on the Delta is removed? Will it make the
air stink all the way,ito Bay Point?
Should this be tested' and studied before trying it? But, what does flushing
have to do with the Delta? To put it delicately, wildlife and cattle do not
use Porta-potty.
Scientists found the specific strain of E. Coli was found in a dead wild pig
intestines.
But, we may wonder, will we have to go through each strain of E. Coli, in
wildlife and in each case require dumping tons of spinach, lettuce or
whatever?
The answer is that scientists do not have the details because "the science is
incomplete" -a Contra! Costa County Supervisor said. And, that is the crux of
the matter.

My name is Michael Salabia, I am an 18-year resident of Bay Point and Member
of Bay Point MAC. While I am here speaking for myself, I am sure I speak for
many in Bay Point, tied down with work or study, many aware of this
inestimable gift; each time we use this gift it will change and influence our
lives. We celebrate this happy occasion, now, and each time we walk The Great
California Delta Trail.
★ This trail will allow many of us, specially us seniors,
keep our health, both'Imental and physical, for a while longer. It is well
known that walking extends life and the pleasant vistas along The Great
California Delta Trail will be conducive to peace and serenity from which will
flow ideas and words of hope, reconciliation and progress in new ways.
★ After walking many long trails and visiting treasures from
old civilizations, I came to the view that no human site has views comparable
to those nature has -specially in this trail. These sights have the potential
to lead us to insights that can help us achieve our dreams, for California and
whatever else gives meaning to our life.
★ Obviously, I have great expectations on the impact of The
Great California Delta Trail and wish to commend you, from all in Bay Point,
for your wisdom in giving us this great gift that will continue giving,
forever. The best Art. Museum or Exhibit in the world pales in comparison.
★ The fact that it is open to the public and free makes this
the best emblem of what is good in America and justifies the efforts and
sacrifices endured to get to this moment.
Thank You Supervisors Gioia, Uilkema, Piepho, DeSaulnier and Glover and
specially Senator Torlakson whose bill created the Great California Delta
Trail and SupervisorslDeSaulnier and Glover who led the efforts culminating in
this happy occasion.
From all of us in multi-ethnic Bay Point, fittingly proud to be the Starting
Point of The Great California Delta Trail: Thank you.

Please promote the rezoning of the property at 1745 Oak Park Boulevard,
Pleasant Hill, to lower density housing. It would be wonderful for our
community if NorthCreek Academy purchased the property for a highschool and
shared the sports. faclities with us. Even if NorthCreek didn't purchase the
property it would be much better to have fewer homes built on the property.

I support the Oak Park Elementary School property located on 1745 Oak Park Blvd. be rezoned for use as
an educational and recreational facility. I do not want a medium to high density housing development at
that property. The community,will be better served by renovating the site to a school with recreational

Please use the formerlOak Park Elementary School as it was originally designed
as a school and recreation site. I am against using the property for more
housing, especially high to medium density. As a Pleasant Hill resident for
over 16 yrs, please take my expressed desire into consideration.

My name is Dianne Cole, and I am representing the 350 members of Friends of Concord
Airport Association.
While we are pleased that much progress has been made toward streamlining the process
for business development at our airports,it appears we have hit a brick wall. I have grave

concerns at the latest4ttempts,to prevent improvements from going forward at Buchanan
Field and Byron'Airpok.
I am referring to the Fire
ire Marshal insisting that his view on building plans usurps the
County Code and the Building Department.
The Fire Marshal has no authority to insist upon standards more stringent than the
county code requirempts. The codes the fire marshal refers to,were written by an
insurance company sponsored organization and have no binding compliance
requirements,they are advisory only.They are not included in the Uniform Fire Code,
which is the national standard for fire protection.
Mr. Carpenter is either misinformed, or has an agenda other than his job. The
intransigence of the fire marshal to approve pending projects will bring improvement
plans at both airports to a crashing end and further brand our county as not encouraging
business development. This has to change.
Mr. Carlos Baltodano,the Director of the County Building Inspection Department has
gone on record justifying his position to approve the permits.
I note Mr. Carpenter,the Fire Marshal is unwilling to put his requirements in writing,
because he knows they are not in compliance with national or county codes.
The Board of Supervisors should insist the established codes and procedures be adhered
to by the Fire Marshal.After all,the Building Department is the lead agency in the permit
process.
I implore the board NOT to send this dispute to the ad-hoc committee for further study,
or request the county administrator look into it and report back to the board. Time is of
the essence and this is a clear cut issue that can and should be acted upon here.
With this hurdle cleared,the county can look forward to many new projects,bringing
needed facilities,jobs and revenues.
