RECOMMENDED ACTION:
ADOPT Traffic Resolution 2006/4196 designating Vasco Road(Road No.7711 B)as a Safety Enhancement-Double
Fine Zone as established in Senate Bill Number 3 , Byron area. District III
FISCAL IMPACT:
None
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
On August 28, 2006, the Governor of California approved Senate Bill Number 3 to designate Vasco Road as a
Safety Enhancement-Double Fine Zone.
Senate Bill Number 3 requires that Contra Costa and Alameda Counties approve county resolutions to designate
Vasco Road as a Safety Enhancement-Double Fine Zone.

SUBJECT: ADOPT Traffic Resolution 2006/4196 designating Vasco Road (Road No. 7711B) as a Safety
Enhancement-Double Fine Zone as established in Senate Bill Number 3.

REASONS FOR RECOMMENDATIONS AND BACKGROUND (Cont.):
Senate Bill Number 3 adds Section 42010 to the California Vehicle Code which establishes the increased fines for
drivers committing offenses within an area that has been designated as a Safety Enhancement-Double Fine Zone.
The designation as a Safety Enhancement-Double Fine Zone shall remain in effect only until January 10,2010,and
as of that date is repealed, unless a later enacted statute,that is enacted before January 1, 2010, deletes or extends
that date.
CONSEQUENCES OF NEGATIVE ACTION:
Vasco Road would not be designated as a Safety Enhancement-Double Fine Zone,and Section 42010 of the Vehicle
Code would not be enforceable.

Adopted this Traffic Resolution on November 14, 2006 by the following vote:

SUBJECT: Designate Vasco Road (Road No. 7711B) as a Safety Enhancement-Double Fine
Zone, Byron area. District III.
Based on the recommendations of the County Public Works Department's Transportation
Engineering Division, and pursuant to County Ordinance Code Sections 46-2.002—46-2.012, and
Senate Bill Number 3, the following traffic regulation is established (and other action taken as
indicated):
Pursuant to Senate Bill Number 3, Vasco Road(Road No. 7711 B)from Walnut Boulevard
(Road No. 7711 A)to the Alameda County line shall be designated as a Safety Enhancement-
Double Fine Zone.
I hereby certify that this is a true and correct copy of an
