'= COSTA DATE: i November 14, 2006 a COUNTY SUBJECT: i Position Adjustment Resolution #20137 I SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I I RECOMMENDATION : Adopt Position Adjustment Resolution # 20137 reallocating the salary of Staff Nurse Per Diem as recommended by the Director of Human Resources. i FISCAL IMPACT: Reductions in overtime and usage' of outside registries will keep this action cost- neutral. I BACKGROUND: AS Staff Nurse - Per Diem is an unrepresented classification, it has not received the same salary increases as the represented nursing classifications. In fact, Staff Nurse has not received a Isalary increase since 2004. As a result, the salary is not competitive in the marketplace and Health Services has been unable to find and retain sufficient numbers of per diem nurses to maintain appropriate staffing levels. As a result the department has had to pay millions of dollars in overtime and registry costs. An external salary survey was conducted by Human Resources which showed Contra Costa's salary to be lower than the market average. Currently, the Staff Nurse Per Diem salary is approximately 20% below both the market mean and median. The salary increase will allow the department to be more competitive in the labor market and will help alleviate the current recruitment and retention problems. By attracting a large pool of per-diem nurses, Health Services will be able to decrease its utilization of outside registries. I CONSEQUENCE OF NEGATIVE ACTION If the salary for this classification is not reallocated, Health Services will continue having difficulty recruiting_and retaining per diem nurses and thus will be unable to maintain appropriate staffing levels. As a result, the department will continue to have to pay both overtime and registry costs which have totaleld more than $6 million in previous fiscal years.
