RECOMMENDATION:

Adopt Position Adjustment Resolution Number 20149,ADDING one(1) permanent full time Health Services Planner/Evaluator-Level A
(VCCX) position at salary level B821099 ($3,141-$4,330) [Unrepresented]and one(1) permanent full time Health Services
Planner/Evaluator-Level B(VCXD)position at salary level B821323(3,921 $6,115)[Unrepresented].
FISCAL IMPACT:
Upon approval,this action will result in an annual cost of$206,956.32,which will be offset by the elimination of two contract positions.
This will result in,no net County cost.
BACKGROUND:
The Health Services Department has requested the addition of these two positions due to the County being assigned the additional
responsibility of preauthorization and management of all outpatient mental�health care of Medi-Cal beneficiaries in 1998. As a result of
the additional duties, the Mental Health Division was required to comply with many new state and federal mandates, regulations, and
laws. In 1999, to ensure compliance with regulatory standards, two contract positions were created to perform the duties associated
with program evaluation and reporting to the State regarding the Division's administration of mental health services to Medi-Cal
beneficiaries. The department feels it is appropriate to create two merit system positions versus using the contract employees any
further. In consideration of the duties performed by these two contractors,�the duties of one of the positions is consistent with a Health
Services Plan n ner/Evaluator-Level A and the other performs higher level,duties consistent with a Health Services Planner/Evaluator-
Level B position! The two positions will be responsible for performing program evaluation duties for the Research and Evaluation Unit in
the Mental Health Division.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is.not approved, it will affect the Mental Health Division's ability to keep up with the State mandates when it comes to the
administration and evaluation of mental health services to Medi-Cal beneficiaries.
