FISCAL IMPACT: The cost associated with this request is $273,737.08 and is offset by Mental Health Services Act Funding and elimination of contract staffing. BACKGROUND: The Mental Health Division has utilized contract staff for the.development, implementation and coordination of Division-wide projects. Currently, two contract employees function as project managers for the implementation of the Mental Health Services Act (MRSA) where funds were:distributed to counties for new programs to serve the mental health underserved population. The overall job responsibilities of the contract. employees is planning and implementing internal and public planning processes, providing staff training, and responding to inquiries from and ensuring compliance with State Department of Mental Health. Duties performed by the Project Managers will include coordinating request for proposals for mental health services; conducting outreach and expansion of services to client populations to reflect diversity and reduce disparities in accessibility and availability of mental health services; providing oversight of the Mental Health Disparities Work Group that identifies existing competencies as well as areas of need, managing training on workforce development, and coordinating topics for training activities for staff and contract agencies. Instead of renewing contracts with individuals to perform the duties associated with these assignments, Mental Health is requesting to utilize the classification of Project Manager and hire staff to perform administrative management functions that are ongoing. CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted, the Mental Health Division will continue to utilize contract employees for oversight of the Mental Health Services Act Funding.
