There will be no net county cost. BACKGROUND: The Health Services Department is requesting the addition of a Contracts Administrator due to the large volume of complex contracts that the department handles. Recent changes in the health care industry related to HIPAA, compliance regulations, fraud, and abuse have added significantly to the complexity of the contracts administered in Health Services. This position is needed to manage the coordination, development, and processing of increasingly complex contracts, ensure compliance with regulatory changes, and to manage the workforce of the Contracts and Grants unit of the Finance Division of Health Services. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, the Health Services Department will not be able to accurately process the increasingly complex contracts, which may lead to regulatory non compliance and increase the rate of fraud and abuse related to these contracts.
