RECOMMENDATION:
Adopt Position Adjustment Resolution #20120 ESTABLISHING the classification of Telecommunications
Specialist I (Represented) and RETITLING the classification of Telecommunications Specialist (Represented)
to Telecommunications Specialist II (Represented).
FISCAL IMPACT:
Upon filling .the position, the annual cost associated with this action will be $68,381 and the funding is included
in the Department's budget.
BACKGROUND:
The Department of Information Technology has experienced recruitment issues with the Telecommunication
Specialist classification because there is not a current entry'level classification in this field. It has been difficult
to find outside Journey-Level Telecommunication Specialists that have experience in the wide variety of
telecommunications systems and equipment that the County uses. In order to combat this issue, Staff is
recommending establishing an entry-level position to recruit;a broader group of candidates that then can be
trained to become qualified Journey-Level Telecommunications Specialists for the County.
Staff conducted an external salary survey for the classification Telecommunications Specialist I using
neighboring counties and found that the proposed salary is equitable in the market. The Telecommunication
Specialist 1611 be responsible for repairing and servicing the less complex telecommunications systems,
assisting the Telecommunications Specialist II in the installation, repair, and maintenance of telephone and
electronic communications equipment, installing, moving, and changing telephone sets, and performing other
telecommunication-related duties.
The re-titling of the Telecommunication Specialist to Telecommunication Specialist II recognizes the new
series and helps develop a career path for this growing field.
CONSEQUENCE OF NEGATIVE ACTION:
Should this Irequest not be granted, a decrease in efficiency will occur in the Telecommunications Division of
the Department of Information Technology.
