The estimated project cost is $700,000 funded by Flood Control Zone 3B. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of the project is to repair the heavily eroded west bank of Las Trampas Creek. The west bank, approximately 50 feet south of the Glenside Drive Bridge, next to the Lafayette Christian Church, is failing and starting to undermine the church parking lot at the top of the west bank. This failure is approximately 150 feet in length(with a vertical height of approximately 15 feet) and is at a near vertical slope at the southeast corner of the parking lot, rendering several spaces of the parking lot unusable. The west bank needs to be reconstructed and stabilized to prevent additional erosion which may adversely impact the adjacent parking lot and existing structures on the Lafayette Christian Church parcel. The proposed project consist of grading the failed bank to conform to the existing upstream and downstream slopes that are stable, reconstructing the eroded bank at a 1.5:1 (horizontal to vertical) slope with compacted fill, and installing rock slope protection in the lower portion of the reconstructed creek bank to protect the flow line of the channel.Four to five parking spaces(which fall within Contra Costa County Flood Control flowage easement)will be permanently lost in the church parking lot. The project is located in the Central Contra Costa County area near Lafayette. Location: This project is located at Glenside Drive and Las Trampas Creek, about 50 feet west of the intersection of Glenside Drive and Burton Drive, in Lafayette. (Figures 1-2). 2. Project Description: The purpose of the project is to repair the heavily eroded west bank of Las Trampas Creek. The west bank, approximately 50 feet south of the Glenside Drive Bridge, next to the Lafayette Christian Church, is failing and starting to undermine the church parking lot at the top of the west bank. Normal flows will be maintained downstream of the project site at all times. Environmentally Sensitive Area (ESA) fencing will be installed to clearly define the project limits and impact area. No impact beyond the ESA fencing will be allowed. Operation of equipment within the channel will be kept to the minimum amount possible. An access ramp will be constructed on the west side to access the channel bottom. It will be necessary to remove one tree, some brush, and a clump of non-native Arrundo donax, to grade the ramp. As many as four trees greater than 4" dbh may need to be removed to perform project work. Although red-legged frogs (RLF) have not been observed in the project site (the nearest sighting is 0.5 miles away), the site contains potential habitat for RLF. Based on the potential habitat, staff from Public Works Environmental met with staff from the US Fish and Wildlife Service (USFWS) to ensure that listed species impacts would not occur as a result of the project. In coordination with USFWS, the Department has agreed to implement several avoidance and minimization measures, including conducting a preconstruction survey and contracting with a qualified biologist to monitor habitat disturbance and relocate any frogs identified on site. The Department will ensure, through the U.S. Army Corps Nationwide Permit process, that the species is appropriately protected. In order to minimize impacts to surrounding environmentally sensitive areas,the project has been designed to include several Best Management Practices (BMP's): 1. Permanent BMPs for long-term erosion prevention and sediment control will be implemented,including minimizing the amount of disturbed area, preserving existing vegetation to the maximum extent possible. 2. Daily trash removal from the site to ensure the area is maintained in a clean condition. 3. Fueling and maintenance of equipment at designated areas outside the creek channel. 4. No stockpiling of materials within the channel. 5. Following completion of the project; all disturbed slopes will be seeded with a mix including native grasses prior to winter rains. Tree branches and shrubbery may need trimming throughout the project. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly. Temporary construction easements will be needed from adjacent land owners for the duration of construction. Additional Real Property transactions, including right-of-way acquisition may be necessary in support of this project. Utility relocations may be necessary in support of the project. 3.
