SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the Director of Airports,or designee,to negotiate a long-term ground lease and development terms between the County,as Landlord,and CCR Hangars,LLC as the Master Developer for approximately 11 acres of land on the north side of the Buchanan Field Airport and west of the Walnut Creek channel, as recommended by the Airport Ad Hoc Subcommittee. II. FINANCIAL IMPACT: There is no negative impact on the General Fund.The Airport Enterprise Fund could realize lease and other revenues and the County General Fund could realize sales tax and other revenues if a lease is successfully negotiated. Reasons for Recommendations and Background: The north development site is approximately 11 acres of land owned by the County and located west of the Walnut Creek channel as shown on the attached map. The parcel is proximate to the Buchanan Field runways and is designated for aviation use on the Buchanan Field Master Plan. The parcel is under the jurisdiction of the Buchanan Field Airport and entirely within the unincorporated County. On March 7, 2006,the Contra Costa County Public Works—Airports Division received a letter of interest from a private party to develop the approximately 11 acre project on the subject site. The proposed development concept included aviation uses such as various sizes of aircraft hangars and some public use and office space. In accordance with prior discussions with the Federal Aviation Administration's (FAA) Airports District Office(ADO)regarding development at Buchanan Field,the County notified existing commercial tenants at Buchanan Field and Byron Airport to solicit other competitive interest in the property. The development solicitation letter and publication process provided a response deadline of April 3,2006,for all competitive interests in the approximate 11 acre parcel to be submitted to the County Airport Office. The County received three (3) additional letters of interest in developing this property. On June 13, 2006, the Board of Supervisors (Board) authorized staff to undertake a master developer selection process and, if competitive interest remained after submittal of the development deposit and added project information, then a Selection Committee would be convened. A Selection Committee would consist of County staff and representatives from the Airport businesses and surrounding neighborhood (members of the Aviation Advisory Committee would fill these roles). The Selection Committee would assist Airport staff in the review, interview (if deemed necessary) and selection of the preferred Master Developer. Airport staff subsequently sent the four interested parties a request for further information that required a $25,000 development deposit and a response deadline of August 17, 2006. The County received two information packets and development checks from CCR Hangars and Silver Pacific Aviation. Airport staff and the Selection Committee reviewed the additional submittals and then interviewed the two proposal teams. Both teams were excellent and worthy of consideration which made the ranking determination difficult for Selection Committee members. The proposal ranking outcome was determined by the following factors: • Project concept(size and mix of aviation hangars) • Project design and associated level of proposed investment • Schedule and timing for construction of improvements and infrastructure Applying the above factors, the proposal submitted by CCR Hangars was top ranked by the Selection Committee. Silver Pacific was ranked a close second in overall interview ranking points. On October 30, 2006, the Board's Airport Ad Hoc Subcommittee held a public meeting regarding this project at the Airport Offices. Interested parties then had the opportunity to state their issues and concerns. Upon conclusion of this meeting, CCR Hangars remained the top ranked developer and Silver Pacific ranked second for developer negotiation considerations. Negotiation of lease terms would expand economic development activity at the Buchanan Field Airport, provide additional revenues to the Airport Enterprise Fund, and allow Contra Costa County to expand aviation related business available at the airport. A business proposal must be consistent with the Airport Master Plan and General Plan for consideration. The proposed aviation development is consistent with the existing Buchanan Field Airport Master Plan.Additionally,the proposed development is also consistent with the analysis and needs assessment being performed for the updated Airport Master Plan. IV. Consequences of Negative Action: Delay in selecting a master developer and initiating the lease development and environmental review processes will result in a delay of developing vacant land at Buchanan Field Airport and may negatively impact the Airport Enterprise Fund and County General Fund.
