The estimated project cost is $372,000, funded by State Transportation Improvement Program$311,000, and by Local Gas Tax Funds $62,000. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of this project is to close gaps in the Delta DeAnza Trail along Bailey Road. The proposed project will construct improvements to better facilitate bicycle and pedestrian traffic and provide an Americans with Disability Act (ADA)compliant route between the Delta DeAnza trail segment,north of State Route 4, and the Bay Point BART station. The Delta DeAnza Trail is a multi-purpose trail connecting east and central Contra Costa County, and is used for commuting and recreational purposes. The project consists of constructing Class II facilities, consisting of 5-foot wide bike lanes, on both sides of Bailey Road, from the existing northern trail segment, south to the eastbound SR4 off-ramp intersection. A Class II facility consists of a bike lane with a minimum curb lane width of 5-feet, with posted peak hour parking prohibition and appropriate signage and striping. On the west side of the roadway, (in addition to the Class 11 facility)where there is an existing sidewalk, a bicycle/pedestrian path will be constructed, widening the sidewalk to provide an 8 to 10-foot wide bicycle/pedestrian facility. This bicycle/pedestrian path will require the removal or relocation of obstacles, such as utility poles, street lighting, fire hydrants and magazine racks. The project will also include a pedestrian actuated traffic signal approximately 150 feet north of the Bailey Road/Canal Road intersection. Right-of-way acquisition from the church located at the northwest corner of Bailey Road and Canal Road will be required. Other trail enhancements include pedestrian lighting for the section of trail near Ambrose Park, safety lighting and possible surveillance camera and emergency call box installation at the tunnel under-crossing of the westbound SR4 off-ramp, and directional signing for the entire project length. The trail will remain open to cyclists and pedestrians during construction. Traffic flow will be maintained during the project since there are four lanes at the project site, and the majority of the work will not be in the roadway. Location: The project is located in unincorporated Contra Costa County along Bailey Road from the East Bay Municipal Utility District (EBMUD) Aqueduct right-of-way to the existing crosswalk near the State Route 4 (SR4) eastbound off-ramp to the entrance of Ambrose Park (Figures 1- 2). 2.
