FROM: John Cullen, County Admioi - , Costa DATE: November 3, 2006 . � � O�STA'COU1z� County SUBJECT: EAST BAY REGIONAL COMMUNICATIONS SYSTEMS (EBRCS) PROJECT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION ACCEPT this attached update of the East Bay Regional Radio System. BACKGROUND On September 21, 2006 the County Administrator's Office presented the first EBRCS status update which reviewed the history of our work with Alameda County to realize a regional emergency communications system; detailed the ALCO process for soliciting and awarding a contract to Motorola company; and provided recommendations (which the Board of Supervisors approved) for Contra Costa follow-up actions. The Board of Supervisors asked for periodic updates on progress and problems in developing the system. The attached memorandum from Sheriff Warren Rupf provides an update on an opportunity to take another step towards EBRCS. In summary, in addition to the $1.8 million funds already secured by the Sheriff via Homeland Security and Urban Area Security Initiative (UASI),Contra Costa could receive up to one third of the approximate $3 million of time limited 2006 Super Urban Area Security Initiative (SUASI) funding now slated for the EBRCS. The SUASI Board will soon decide to use these funds under the ALCO Motorola contract to install radio equipment at designated sites in both Contra Costa and Alameda counties. Once approved, the Office of the Sheriff and DoIT plan to begin building-out the EBRCS west cell (sites in West County), for reasons identified in the attached memo. To date, the Office of the Sheriff has secured $150,000 dollars of 2004 Homeland Security Operational Area funding, $730,259 dollars of 2005 Urban Area Security Initiative (UASI) funding, and a combination of Law Enforcement Terrorism Prevention Program and Homeland Security Grant funding totaling $923,973 dollars for the East Bay Regional Communications System. There is also 3 million dollars of 2006 Super Urban Area Security Initiative (SUASI) funding slated for the East Bay Regional Communication System. It is anticipated that a portion will be directed for radio site improvements in both counties. The majority of the funding will be for a service contract with Motorola to install radio equipment at designated radio sites in both Contra Costa and Alameda Counties. The 2006 SUASI spending plan has not been approved by the SUASI'Executive Board. On October 16, 2006, the county's radio group agreed that all funds left over from the Public Safety Radio Upgrade Project will be redirected toward the EBRCS. It is anticipated this will be in the neighborhood of$412,000 dollars. The Office of the Sheriff continues to drive this project forward and will continue to secure funding for the EBRCS. With DoIT in a support role, we will move forward with building out the west cell. The west cell will consist of two radio "RF" sites and one "Master" site. It has been determined that the west cell will be built first due to population density, and the need to resolve issues of disparate radio systems and that this course of action fits with Alameda County's plans to build their west cell first. f My staff is currently working with the General Services Department to obtain storage space to Motorola's specifications for the storage of radio equipment that will be delivered in the coming months. There are still many hurdles to overcome that include the physical conditions that exist at many of the proposed radio sites, including space limitations, tower conditions, agreements for site use and the condition of the radio vaults themselves. Many of these issues can be overcome if funding is directed for radio site improvements. Motorola currently is conducting site inspections of the west county radio sites and will be reporting back to staff on their findings. I am confident that working together we can continue on a path that benefits the citizens of Contra Costa County, and provide an interoperable radio system for public safety and non public safety agencies within the two counties.
