AUTHORIZE a General Plan Amendment study for Assessor Parcel No. 357-292-017, located at 851 Laurel Court in the Rodeo area (also kno_wn as the Rodeo Swim Club site), to consider change in General Plan land use designation from Park and Recreation (PR) to Single Family Residential—High Density (SH). 2. If authorization is granted the applicant shall pay fees to cover the cost for a General Plan Amendment study. BACKGROUND/REASONS FOR RECOMMENDATION The Community Development Department is in receipt of a request from Richard Boysal, New California Properties, on behalf of the Rodeo Swim Club,the owners of Assessor Parcel No.357-292-017,which is a 3.86 acre site located at 861 Laurel Court in the Rodeo area, and otherwise known as the Rodeo Swim Club site. In a letter dated June 1, 2006, Mr. Boysal explains that his firm is in contract with the Rodeo Swim Club to purchase the club-owned 3.86 acre property. The transaction between New California Properties and the Rodeo Swim Club involves a proposal to relocate and construct a new swimming pool for the club on approximately a 1-acre portion of the site, the construction of a foundation for a new pool house, and the provision for a twenty space parking lot. In exchange, New California Properties would take ownership of the balance of the site acreage for the purpose of developing a 20 unit single family detached residential—subdivision.- Mr. Boysal's letter requests authorization for a General Plan Amendment Study to consider a change in the land use designation for the proposed residential development portion of the site from Park and Recreation (PR) to Single Family Residential — High Density(SH) in support of New California Properties development objectives,which is to secure approval for a planned development unit development of 20 single family detached residences. The relocated swimming pool facility would retain the Park and Recreation (PR) designation under the General Plan. The subject site is a 3.86 acre property that is owned by the Rodeo Swim Club. It is located in neighborhood of single family residences. Because it is a recreational facility the General Plan land use designation for the subject site is Park and Recreation (PR), and the residential properties surrounding the club are designated as Single Family Residential—High Density. This neighborhood is zoned within the-Rodeo Redevelopment Project area's P-1: Planned Unit District. The Rodeo Swim Club has been operating swimming pool facility on the site since the 1950's. According to club-representatives, the swimming pool due to its age is in need of significant repairs and upgrades,and the club's current membership base is insufficient to support a major capital improvement program. The club's transaction with New California Properties would provide them with a new, updated swimming facility.-Additionally,-two adjoining undeveloped parcels totaling approximately 1.25 acres have been conveyed to the club.These parcels are proposed to be re-designated to Park and Recreation(PR) or Open Space (OS) under-the General Plan Amendment study. The subject site is depicted in the map attached as Exhibit B to this report. The Rodeo Municipal Advisory Committee is aware-of this development proposal and the need for a General Plan Amendment study. In addition, there has been one community meeting conducted by New California Properties about their development proposal for the Rodeo Swim Club site. Staff believes that the request for a General Plan Amendment study for the Rodeo Swim Club site is reasonable and recommends that it be authorized. The proposal represents an opportunity to creatively develop residential on an infill site while also preserving a recreational facility for the Rodeo community. Authorization for this study does not imply any support for the application to amend the General Plan, but only that this matter is appropriate for study. Mr. Barry and Mr. Roche, I am pleased to present you with this request for a"General Plan Amendment Study"for the property located at 861 Laurel Court in Rodeo, otherwise known as the Rodeo Swim Club Site. New California Properties, Inc. has entered into contract with the Rodeo Swim Club to purchase the club-owned 3.96-acre property. This property currently has a General Plan land use designation of Parks and Recreation, and a zoning district of Planned Unit Development(P-1). Preliminary due diligence indicates that it is in the mutual interest of the Rodeo Swim Club,the surrounding neighborhood,the Rodeo Municipal Advisory Council and New California Properties,to relocate and rebuild the swimming pool and facility at the south entrance to the property, and develop twenty detached single family dwellings behind the new pool and facility.* This.project will create a more usable and aesthetically favorable overall site, and enhance the neighborhood and community by providing a high quality mixed-use infill project. New California Properties feels this proposed project will enhance Rodeo's local parks and recreation land use by revitalizing the community pool,while providing new home owners the opportunity to live in the quaint and improving community of Rodeo. As part of this sales transaction,New California Properties, Inc. has agreed to construct a new relocated swimming pool,a new foundation for a new pool house and a total of twenty parking spaces dedicated to the pool facility. In addition to this sales transaction,the Rodeo Swim Club is in the process of acquiring the second of two parcels adjacent to the Swim Club site, for a total of approximately 1.2 acres,which will be dedicated as open space for general public use. New California Properties has obtained outside consulting services from Bill Wood of William Wood and Associates for architectural and conceptual working drawings, and Jim Diggins of Debolt Civil Engineers for mapping and engineering of the project. New California Properties, Inc. has attended, and will continue to attend RMAC and other local planning meetings, as well gather input from local citizens, government staff and officials, and Supervisor Gayle Uilkema's office, in order to consistently monitor the wants and needs of the Rodeo community regarding this project. It is New California Properties' most sincere concern to make this"partnership project"with the Rodeo Swim Club a benefit to all parties, including the community of Rodeo and the County of Contra Costa..
