If authorization is granted the applicant shall pay fees to cover the cost for a General Plan Amendment study. BACKGROUND/REASONS FOR RECOMMENDATION The Community Development Department is in receipt of a General Plan Amendment study authorization request from Rudy Tamayo, Executive Director, Contra Costa County Housing Authority,on behalf of the Martinez Unified School District,the owner of Assessor Parcel No. 375-272-001,which is a 1.8 acre site located at 1150 Palm Avenue in the Martinez area, and otherwise known as the former Mountain View Elementary School site. In a letter dated October 24, 2006, Mr. Tamayo explains that the Housing Authority is in negotiations with the Martinez Unified School District to purchase the district-owned 1.8 acre property. Mr. Tamayo's letter requests authorization for a General Plan Amendment Study to consider a change in the current land use designation of the site from Public/Semi-Public(PS)to Single Family Residential—High Density (SH) in support of the Housing Authority's objective to develop residential on the site. The subject site is a vacant 1.8 acre property that was once occupied by an elementary school. The subject site is depicted in the map attached as Exhibit B to this report. It is located in a neighborhood of single family residences. Because it was a school site owned by School District the General Plan land use designation for the property is Public/Semi-Public (PS), and the residential properties surrounding the former school site.are designated as Single Family Residential— High Density. The subject site is zoned under an R-6: Single Family Residential District. The Mountain View Elementary School was established on this site in 1939.The school site was vacated by the Martinez Unified School District in 1978. During a twelve year period from 1978 to 1990, the school site was leased to a private school operator and then used as a storage site for the School District. In 1990, the remaining school buildings were destroyed by a fire and the School District subsequently cleared the site. The site has remained vacant since 1990. It is noted that the County has determined that there are at present 13 legal parcels on this property as the result of subdivision established before the School District's acquisition of the property. Due to its small size, the site is insufficient to serve as a modern elementary school campus (the state mandates the amount of area in acres for an elementary-school-based on classrooms; e.g., one classroom for each of the six elementary school grades (1-6)would require a minimum of 4.1 acres). Consequently, the Martinez Unified School District has determined that this site is surplus property. Staff believes that the request for a General Plan Amendment study is reasonable and recommends that it be authorized. The proposal represents an opportunity to develop residential on a vacant infill site,and the re-designation to Single Family Residential — High Density (SH) would assure that the site's R-6 zoning and General Plan land use designation would be matched in a consistent manner. Authorization for this study does not imply any support for the application to amend the General Plan, but only that this matter is appropriate for study. The subject property consists of 13 legal parcels and it is within the County's R-6: Single Family Residential zoning district.Apparently, however,the General Plan Land Use Element Map still identifies the property as Public/Semi-Public(PS)even though the property was surplused by the school district. The Housing Authority believes that the more appropriate General Plan land use designation should be Single Family Residential—High Density (SH) which will better match the with the residential character,of the surrounding neighborhood, and which will more closely correspond to the existing R-6 zoning district. We understand that the Community Development Department will soon be forwarding recommendations to the Board of Supervisors related to the authorization of General Plan Amendment studies for several privately owned properties located throughout the County. In light of these pending General Plan Amendment studies for privately held properties,we request that the Board of Supervisors also authorize a General Plan Amendment study to consider redesignation of the surplus school property located at 1150 Palm Avenue (APN 375-272-001) from Public/Semi-Public to Single Family Residential—High Density. In support of this General Plan Amendment study authorization request, as necessary,we can provide you with a letter of concurrence or support from the Martinez Unified School District's for the General Plan Amendment study.
