IMPACT: No fiscal impact. REASONS FOR RECOMMENDATIONS AND BACKGROUND: I The Delta has over 150 marinas and more Ithan 170,400 registered boaters living in its surrounding counties . (Alameda,Contra Costa, Sacramento,San Joaquin,Solano,and Yolo). Some of the fastest growing suburban areas in California are adjacent to the Delta and expected to bring thousands of new boaters. A Sacramento—San Joaquin Delta Watersheds' Boating Program(DBP)is needed to protect and sustain the Delta's beneficial uses by reducing the cumulative impacts of Nonpoint Source (NPS) pollution that may be attributed to marina operations and recreational boating. The DBP will: improve public access to marina-based environmental services and measure their effectiveness in preventing pollution; build a strong network of state and local agencies,non-profits,the local community,and marina industry representatives to implement and sustain the DBP;will provide statewide benefits through lessons learned about effective pollution prevention.infrastructure, implementation strategies, and data collected. I The DBP will expand Contra Costa County's"Keep the Delta Clean"Program(Costa-Machado Water Act of 2000, Proposition 13,Grant Funding),launched in 2004,to surrounding counties. This multi jurisdictional approach will unify a diverse group of Delta stakeholders to integrate regional efforts that prevent NPS pollution in order to protect beneficial uses (drinking water, recreation, and preserve wildlife habitat). I CONSEQUENCES OF NEGATIVE ACTION: Contra Costa County Public Works Department will be unable to secure approximately$1.6 million in grant funding from the State Water Resources Control Board.' (Nonpoint Source Pollution Control Program, Proposition 40, 2005-06 Consolidated Grants Program Funding) (Districi III and V) WHEREAS, the Board authorizes Contra Costa County Public Works Department to enter into a contract with the State of California to accept the Proposition 40 Grant from the State Water Resource Control Board, awarded in September 2006, to administer a program that includes studying and then implementing actions that will target the cumulative impacts of pathogens,petroleum hydrocarbons,and other liquid wastes generated during recreational boating and marina activities; and I WHEREAS the Board authorizes the Public Works Director, or designee,to sign the Proposition 40 Agreement, and any amendments thereto, and i NOW THEREFORE BE IT RESOLVED that the Contra Costa County Board of Directors hereby adopts Resolution #2006/ on November 14, 2006.
