SUBJECT: ` Contract with Don Peery for Services as Advanced Manufacturing Grant Manager
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
with Don Peery in the amount of$90,000 to provide Advanced Manufacturing Grant Manager services for the
period.December 1, 2006 through May 31, 2008.
FINANCIAL IMPACT:
$90,000: No County costs; 100% State funds
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by training and employment opportunities for eligible County Residents .
BACKGROUND:
The Workforce Development Board (WDB) of Contra Costa County has been awarded $952,000 to retrain
qualified dislocated workers to become Process Technicians employable in the energy and manufacturing
industries. This grant runs from April 2006-March 2008 and is high profile due to strong partnerships with
elected officials, leading corporations in Contra Costa County, and unions. Following a summit focusing on
manufacturing, the Board acted aggressively in seeking funding to meet industry need. Funding will support
Process Technology training(PTEC) for 81 individuals and direct placement of an additional 20. In addition,
the WDB will work with companies having existing Employment Training Panel (ETP) funding to appropriate
incumbent workers in the PTEC training. The grant is regional, working collaboratively with San Mateo and
Alameda counties. Other partners to the grant include education and unions. Training will be provided through
Los Medano's College.
