SUBJECT: i; Workforce Investment Act (WIA) contracts to provide mandated in-school and out-of-school WIA Youth Services. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED.ACTION: APPROVE and AUTHORIZE the Employment &Human Services Director, or designee, on behalf of the Workforce Development Board (WDB), to execute contracts with the agencies listed below, not to exceed a total amount of$797,785, for Workforce Investment Act in-school and out-of-school Youth Services for the period October 1, 2006 through June 30, 2007. FINANCIAL IMPACT: No County Costs; Budgeted $797,785: 100% Federal Workforce Investment Act. CHILDREN'S IMPACT STATEMENT: Services to be offered through these contracts directly support two of the Children's Report Card community outcomes: lh) "Children Ready for and Succeeding in School"; and, 2) "Children and Youth Healthy and Preparing for Productive Adulthood". �I BACKGROUND: In May and August 2005, the Employment and Human Services Department, on behalf of the Workforce Development Board of Contra Costa(WDB), awarded contracts under the open bid process for in-school, out- of-school and follow-up youth services as mandated by the Workforce Investment Act (WIA). The Youth Council and I�WDB awarded contracts for these services to the Family Stress Center, the Pittsburg Pre-School and Community Council, Henkels and McCoy, and The Contra Costa County ffice of Education. I Page 2 1 . BACKGROUND (continued) The Youth Council reviewed these contracts and recommended contract renewal at its September 13, 2006 meeting. WPB accepted and approved the Youth Council's recommendation. Services include vocational assessment,;job and apprenticeship placements, employment credentialing, career preparation services,job retention support, mentoring and individualized program planning, and Foster Youth Case Management Services. i i i i 1 I I 1 11 I I 1 I
