SUBJECT: i; Workforce Investment Act (WIA) contracts to provide mandated in-school and out-of-school
WIA Youth Services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED.ACTION:
APPROVE and AUTHORIZE the Employment &Human Services Director, or designee, on behalf of the
Workforce Development Board (WDB), to execute contracts with the agencies listed below, not to exceed a
total amount of$797,785, for Workforce Investment Act in-school and out-of-school Youth Services for the
period October 1, 2006 through June 30, 2007.

FINANCIAL IMPACT:
No County Costs; Budgeted $797,785: 100% Federal Workforce Investment Act.
CHILDREN'S IMPACT STATEMENT:
Services to be offered through these contracts directly support two of the Children's Report Card community
outcomes: lh) "Children Ready for and Succeeding in School"; and, 2) "Children and Youth Healthy and
Preparing for Productive Adulthood".

BACKGROUND:
In May and August 2005, the Employment and Human Services Department, on behalf of the Workforce
Development Board of Contra Costa(WDB), awarded contracts under the open bid process for in-school, out-
of-school and follow-up youth services as mandated by the Workforce Investment Act (WIA). The Youth
Council and I�WDB awarded contracts for these services to the Family Stress Center, the Pittsburg Pre-School
and Community Council, Henkels and McCoy, and The Contra Costa County ffice of Education.

The Youth Council reviewed these contracts and recommended contract renewal at its September 13, 2006
meeting. WPB accepted and approved the Youth Council's recommendation. Services include vocational
assessment,;job and apprenticeship placements, employment credentialing, career preparation services,job
retention support, mentoring and individualized program planning, and Foster Youth Case Management
Services.
