RE-APPOINT Supervisors Federal Glover and John Gioia to the California State Association of Counties (CSAC) Board of Directors, as member and alternate respectively, to a new one year term ending November 15, 2007. 2. RE-APPOINT Supervisors John Gioia and Federal Glover to the Urban Counties Caucus as member and alternate, respectively, to a new one year term ending December 31, 2007. 3. APPOINT Supervisor Federal Glover to the Metropolitan Transportation Commission (MTC), effective November 30, 2006, to the current term ending February 1, 2007. 4. APPOINT Supervisor John Gioia to the Bay Area Air Quality Management District Board of Directors(Air Board), effective November 30, 2006, to the current term ending July 27, 2009. 5. INDICATE that this RESOLUTION supersedes in its entirety Resolution No. 2006/414 which was adopted by the Board of Supervisors on July 11, 2006. 6. Federal Glover The Transportation Authority has held on-going discussions over the past year seeking Dave Hudson mechanisms to improve communications between the Authority and the MTC. At its most Micheal F.Metcalf recent meeting,the Authority decided to send a letter to the Contra Costa Board of Supervisors requesting the Board consider appointing one of the two Board members it appoints to the Brad Nix Authority as its appointment to the MTC as well,in order to provide the best avenue for on- Julie Pierce going communications between the two agencies. Maria Viramontes The timing for this request is propitious. The new MTC term begins in February 2007,and covers the subsequent four-year period. If Supervisor DeSaulnier is elected to the Assembly in November,appointment of his replacement may occur even earlier. In the interest of improved communications with MTC,the Authority is making the same request of the Contra Costa County Mayors' Conference. Having MTC commissioners serving Robert K.McCleary jointly on our Board will strengthen the ties and understandings between our two agencies by Executive Director providing our members insight into the strategic direction of MTC,and having those members carry an in-depth understanding of the issues and challenges facing the Authority as MTC deliberates its policy choices. Such joint appointments have worked effectively for several other counties and we believe it could provide significant benefits for Contra Costa.
