SUBJECT: Approve and Authorize the Employment and Human Services Director to execute a contract with
Patrick Harrington.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a
contract with Patrick Harrington, Self-Employed Individual, in an amount not to exceed $161,000, to continue
to provide data collection, data analysis, and evaluation of performance outcomes for Child Welfare Redesign
for the period October 1, 2006 through September 30, 2007
FINANCIAL IMPACT:
$161,000: 100% Federal Funds.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
,,,Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
6y monitoring and enhancing best practices for child and families involved in Child Welfare Redesign.
BACKGROUND:
The Children and Family Services Bureau (CFS) of the Employment and Human Services Department (EHSD)
implemented the statewide Child Welfare Redesign plan,which focuses on enhancing current service delivery
systems and identifying"best practices" for families and children in California. The plan includes activities and
program that increase efforts on prevention, early intervention, and new differential response process by
engaging the community as partners in child welfare.
Patrick Harrington, Ph.D., was selected through a competitive Request for Interest (RFI#208), to manage data
collection, data analysis, and evaluation of performance outcomes for the County's Child Welfare Redesign
activities. Mr. Harrington has taken an active role representing the County in State Child Welfare Redesign
meetings as well as regional, and national conferences. Mr. Harrington has been instrumental in the
development, design, and maintenance of two new CFS data systems: 1) Team Decisions Making database and,
2) the in-house Differential Response database.
A standard contract will be awarded with a slight modification of paragraph 19 of the General Conditions to
accommodate contractor's status.
