HomeMy WebLinkAboutMINUTES - 10242006 - C.64 (3) TO: BOARD OF SUPERVISORS " Contra FROM: William Walker,M.D.,Health Services Director Costa By: Jacqueline Pigg, Contracts Administrator Y- �° -- � DATE: October 6, 2006 County> `°`' SUBJECT: Approval of Novation Contract#74-128-7 with Charis Youth Center C_ t', ff SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf . of the County, Novation Contract #74-128-7 with Charis Youth Center, a non-profit corporation, in an amount not to exceed $200,000, to provide a day treatment program for Seriously Emotionally Disturbed (SED) adolescents, for the period from July 1, 2006 through June 30, 2007. This Contract includes a six- month automatic extension through December 31, 2007, in an amount not to exceed $100,000. FISCAL IMPACT: This Contract is funded 25% by Federal FFP Medi-Cal, 22% by State EPSDT, 50% by Individuals with Disabilities Act(IDEA)/SB 90, and 3%by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Program supports the following Board of Supervisors' community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides intensive and rehabilitative day treatment programs, including medication support and mental health services for wards of the court to reduce the need for hospitalization. On December 13, 2005, the Board of Supervisors approved Contract #74-128-6, with Charts Youth Center, for the period from July 1, 2005 through June 30, 2006 (which included a six-month automatic extension through December 31, 2006), for the provision of a day treatment program for SED adolescents.
