SUBJECT: Mentally Ill Offender Crime Reduction Grant Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee to apply for and accept funding from the
State of California Department of Corrections and Rehabilitation in an amount not to exceed
$1,500,000 for the period January 1, 2007 through June 30, 2008 in an effort to reduce
involvement of mentally ill adult offenders in the criminal justice system.
II FINANCIAL IMPACT:
The grant requires a 25% match which will be shared between the Office of the Sheriff, Health
Services, Superior Court, and Adult Mental Health. The match may be met through hard (cash)
or soft (in-kind) matching funds or a combination of both.
III. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The Mentally III Offender Crime Reduction Grant will implement and evaluate an improved
system for providing strength-based assertive community treatment and support for mentally ill
offenders who enter the county jail system with the goal of reducing their recidivism. The target
population for the project will be seriously mentally ill or dually disordered clients (i.e., mentally ill
substance use disorders) who are arrested July 1, 2006 or after. The Office of the Sheriff' will
work closely with local police departments to coordinate their efforts with the Mental Health
courts. County and Mental Health services will coordinate services and clinical aspects of the
project under the forensic liaison based in jail mental health.

The Mental Health Court to be implemented will consist of the following
components: .
■ In court assessment planning for stabilization, treatment, and
discharge including eligibility assessment, probation, case
management and treatment sentencing.
■ Multi-disciplinary team made up of partner agency representatives will
provide assertive community treatment, case planning and case
management.
■ County and community-based mental health, physical and medication
support for the target population;
■ Provision of ancillary services to the target population to include but
not limited to, temporary housing support, dual diagnosis treatment,
transportation, money management, access to entitlement and
benefits, and basic need supports;
■ Training of local law enforcement in identification of and interaction
with mentally ill and dully disordered persons and diversion of these
individuals to appropriate treatment alternatives to arrest; and
■ Engagement of the entire criminal justice system, (the courts, jail staff,
district attorney, public defender and probation) in providing for
diversion of the target population to treatment alternatives and
incentives and sanctions as appropriate to encourage adherence to
treatment plans.
