LANGO, DIRECTOR OF GENERAL SERVICES COSTA DATE: OCTOBER 24, 2006 COUNTY sra'co'uK SUBJECT: APPROVE AND AUTHORIZE A CONSULTING SERVICES AGREEMENT WITH RMW ARCHITECTURE & INTERIORS TO PROVIDE ARCHITECTURAL/ENGINEERING .� SERVICES FOR THE REMODEL AND NEW SYSTEM FURNITURE WORKSTATIONS PROJECT AT 151 LINUS PAULING DRIVE, HERCULES FOR THE EMPLOYMENT AND HUMAN SERVICES DEPARTMENT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE a Consulting Services Agreement dated October 24, 2006 through July 30, 2008 with RMW Architecture & Interiors (RMW) in the amount of $222,850 to provide architectural/engineering services for the remodel and new systems furniture workstations project at 151 Linus Pauling Drive, Hercules. 2. AUTHORIZE the Director of General Services, or designee, to execute the agreement and to issue written authorizations for extra work provided that the cumulative total extra cost for all such authorizations shall not exceed $20,000. FINANCIAL IMPACT Funding for the Consulting Services Agreement is budgeted in the Plant Acquisition budget (4423- 4370). BACKGROUND The Employment and Human Services Department (EHS) is required to move its Staff Development Unit out of a leased office space at 1465 Enea Circle in Concord by April 1, 2007. The property owner intends to demolish the office building and construct a new condominium complex. EHS intends to move its Staff Development Unit, a 16,000 square foot operation, to a County-owned office building at 151 Linus Pauling Drive in Hercules. RMW was initially contracted to program, plan, and prepare construction documents for a project that only involved the relocation of the Staff Development Unit to the second floor at 151 Linus Pauling. These services are being performed under an existing as-needed consulting services agreement. Because the Staff Development relocation project would affect other spaces at 151 Linus Pauling, EHS requested that other areas within the building be remodeled resulting in a 31,000 square foot remodeling project instead of the original 16,000 square foot project. The building is occupied and will remain in operation during construction and it is anticipated that the work will be completed in three phases. Although the project becomes more complex, the larger scale project will provide for more efficient floor plans and will better accommodate staff already in the building in addition to the incoming staff. In order to meet the new earlier move-out date, RMW was requested to accelerate the preparation of a separate set of construction documents for the Staff Development area remodel. The construction documents for the remaining areas will follow. In summary, the project scope was expanded and a portion of the project was accelerated resulting in necessary additional services and fee for RMW. Because RMW's existing as-needed consultant services agreement has reached its maximum dollar amount, a new project-specific agreement is recommended to cover the additional work.
