SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept funding from the Department of Health and Human Services, Administration for Children and Families, Healthy Marriage Initiative, in the amount of$2,910,267, for implementation of the San Francisco Bay Area Family Strengthening Initiative (FSI) for the period January 1, 2007 through December 31, 2011. FINANCIAL IMPACT: No county Costs. 100%Federal Funding. CHILDREN'S IMPACT STATEMENT: The grant supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by supporting the development of strong, nurturing, self-sufficient families. BACKGROUND: Five California counties, Contra Costa, Marin, Napa, San Mateo, and Sonoma, have united to support the development of healthy relationships and families through the San Francisco Bay Area Family Strengthening Initiative (FSI). The five participant counties will share in the total of$15,677,144, of which up to $2,910,267 will be granted to Contra Costa County. Over 11,500 individuals will receive FSI comprehensive services over the five year span of the program. FSI supports the development of strong, nurturing families by creating, implementing, and evaluating an integrated service delivery system that links core family relationship building programs. These programs will include a family strengthening curriculum, employment services, substance abuse counseling and treatment, and educational advancement, among other programs. Through participation in the FSI, families will gain greater self-sufficiency and decrease their reliance on public assistance. Grounded in the development of strong, healthy relationships, parents and families will develop the capacity to help their children excel and reach their full potential in safe, non-violent environments. Contra Costa County will focus on developing and implementing the following core components of the program: • Relationship building services for participants to acquire or enhance knowledge and techniques of sustaining healthy family relationships. • Employment related services necessary for job placement, retention and advancement. • Relationship, life, literacy, pre-employment, and money management skills for youth. • Financial literacy and asset development.
