SUBJECT: Apply for a grant from the S.H. Cowell Foundation, in collaboration with The West County
Education Fund, to implement and support the Helms Involving Parents Program at Helms
Middle School.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Contra Costa County Service Integration Program, to apply for a grant from the S.H. Cowell Foundation in an
amount up to $200,000, in collaboration with The West County Education Fund, for implementation and
support of the Helms Involving Parents Program at Helms Middle School for a three year period commencing
with funding.

No county Costs. 100% Grant Funding, District I
CHILDREN'S IMPACT STATEMENT:
The grant supports four of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Safe, Stable and Nurturing"; and 4) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by increasing parent involvement in their children's education
and improving and stabilizing the school's environment.
BACKGROUND:
The Helms Involving Parents Program (HIP) is modeled on the successful Verde Involving Parents Program
(VIP). As a result of the VIP program at Verde Elementary School Average Daily Attendance (ADA) numbers
have improved, parent involvement has increased,parents have enhanced their parenting skills, and a more
peaceful school setting has been established.
The HIP will be operated in partnership with the Contra Costa County Service Integration Program (SIT). The
West County Education Fund will serve as the fiscal agent for the program. SIT will work closely with parents,
the principal and staff of Helms Middle School. SIT's VIP parent workers will provide technical assistance to
the HIP Program. HIP Program Goals and Activities will be:
1) Improve Attendance and tardus: HIP Family Partners will call the homes of children that miss school or
have a problem with tardiness, and visit their homes when appropriate. The Family Partners will identify and
remove barriers to school attendance utilizing assistance from the SIT Family Service Center.
2) Peacemaking Program/Violence Prevention: HIP Family Partners will receive Violence Prevention training
in the first year of the program, and give Violence Prevention and peer counseling training to 6th and 7th grade
students in the second and third program years.
3) Increase and improve parent involvement:
Coffee Club: Weekly morning gathering of parents and care givers at the school to interact with one another
and guest speakers.
Parenting Classes: VIP Family Partners will teach HIP Family Partners skills to be better parents.
Family Nights: Parents, caregivers, children, and relatives will be bought together in community gatherings to
develop positive relationships and enhance school and community unity.
