HomeMy WebLinkAboutMINUTES - 10242006 - C.41 i 41 -s L TO: BOARD OF SUPERVISORS �?�= I`-_°�' Contra FROM: LORI GENTLES, Assistant County Administrator- Costa Director of Human Resources County DATE: October 24, 2006 SUBJECT: P300 20148 — Health Services Department C P SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution#20148 to ESTABLISH the classifications of Laboratory Technician I (VJWA- Represented), Laboratory Technician II (VJVA-Represented), Laboratory Technician III (VJTA-Represented)and ALLOCATE the classifications to the salary schedule; and TRANSITION the attached list of positions into the classification, and ADD four full-time positions as follows: two (2) Laboratory Technician I (VJWA) one (1) Laboratory Technician II (VJVA) one (1) Laboratory Technician III (VJTA) FISCAL IMPACT: The cost associated with adding four full-time Laboratory Technician positions are FQHC funded and would result in no net County cost. The actual annual cost, $97,728.00 would be the benefit cost only, estimated at 45%. The salary cost would be offset by reductions in the use of temporary staff and overtime. BACKGROUND: The Health Services Department is requesting to establish and add positions to the Laboratory Technician series. Incumbents in the classification of Laboratory Technician who are assigned to the Clinical Laboratories and Public Health Laboratory will be transitioned to the new journey-level classification of Laboratory Technician II at the current salary level. An entry level classification of Laboratory Technician I and a senior level classification of Laboratory Technician III will be established to complete the series. The request to add both positions and additional levels to the Laboratory Technician classification would address the Departments recruitment and retention concerns, allow employees promotional opportunities and assist with the growing workload in the laboratory. Currently there are 25 authorized Laboratory Technician positions. The Department has experienced difficulty in recruiting qualified candidates to meet the ever growing workload in the laboratory. The volume of work has steadily increased since 2001. To meet workload needs, the Department is utilizing temporary staff. A recent recruitment produced a minimal number of candidates to fill department vacancies.
