The majority of Linda's service and devotion has been in the Child Welfare arena where she has developed and enhanced innovative programs to serve children and families such as: • Receiving Centers, which have become a State model for the assessment of abused and neglected children being removed from their homes • Independent Living Skills program for foster teens to assist them in developing skills for adulthood • Specialized Placement Program for children in foster care needing specialized care • Parent Partner program to support family reunification efforts with parents whose children are in foster care • Placement Resource Team to provide staff with consultation, direction and support from resource specialists and supervisors. 'Linda has been the Lead Division Manager in the Children & Family Services Bureau for the past two years and has provided outstanding guidance and leadership to the managers and supervisors that have reported to her. In March of 2006, Linda served as Acting Child & Family Services Bureau Director where she continued to provide leadership to the Child Welfare Redesign activities; Family to Family initiative, Differential Response program, creation of the Comprehensive Assessment Tool, and the Self-Improvement Plan. Linda was nominated by the Department and received Contra Costa County's Manager of the Year Award in 1998; and in 1999, she received the Department's Director's Award, which is given in recognition of her outstanding management and leadership skills. Linda has played a critical role in the implementation of the $5 million federal System of Care grant received by our county to specifically target services for hard-to-place youth, and she has increased services and positive outcomes to a population that historically has not been addressed in the child welfare system.
