The Board called for Public Comment. The following people presented testimony:
The following people spoke:
Mariana Moore, Contractor's Alliance, encouraged the use of Community Based Organizations
(CBO's) in contracting, in addition to the practice of hiring employees, and urged them to examine the
criteria for contracting employees versus outside organizations;
Roland Katz, Public Employees Union. Local 1, suggesting the Board consider having the
appropriate committee review drafting a policy to outline specific criterion for contracts with outside
contractors versus the hiring of a County employee for those services.

We would please like to voice my opinion regarding the Oak Park Elementary
School located at 1745 Oak Park Blvd. , Pleasant Hill. We would like to see
that this former school be used as it was originally designed as a school and
a recreation site.
We am against using this property for more housing, especially high to medium
density housing.
Please, consider our, proposal.

We understand that the old PH Elem. School property is up for sale. WE SUPPORT
SELLING THIS PROPERTY TO THE HIGHEST BIDDER. To re-zone or re-entitle this
property in order to hold down the price is fiscally irresponsible. If
community groups want to preserve the parcel for a private school or other
facilities, they should buy the property outright and develop it as they
choose. It is particularly inappropriate to ask citizens/taxpayers to take
less money for the parcel in order to subsidize a religious school. This is
just wrong.

I would totally support the rezoning of the old P. H. Elementary school
property so that it could be used as an educational and recreational facility
rather than as a site for either medium or high density homes. It could
provide a wonderful opportunity for many of your youth! Thank you for your

I recently received a mailing from some organization urging me to contact you
to oppose the sale of the PH Elementary School property at 1745 Oak Park Road
to developers and instead urge you to rezone the property to allow Grace
Christian H.S. to bid on the property. I disagree with this and believe it
makes better economic sense for the City of Pleasant Hill to maximize revenue
from the sale of this property (versus selling it cheaply to a religious
group) and additionally securing the on-going property tax revenue from
residential units. All of this provides for a better future for our city than
rezoning the property. My input is don't rezone and sell to the highest
bidder and put the money to good use for the City of Pleasant Hill.

As long time residents of Pleasant Hill my husband and I are concerned about
the plans for the Elementary School property on Oak Park Blvd. We are strongly
opposed to the use of this land for medium to high density housing and request
that the land be rezoned for use as an educational facility. Come November we
will vote for only those supervisors who support the rezoning for this land.

to high density dwellings in the small confines of the Pleasant Hill city
limits.

Comments:
I support Grace Christian High School buying the old PH Elem. School and
building a campus for the county and PH to use. I do not support the site
being allowed to be used for meduim to high density development.
Pleasant Hill has enough housing and needs more community facilities that
offer a turf field and a new fine arts theater.
Please rezone the site for educational use so that more people can benefit
from its uses. Keep PH small and with great community buildings.

Since January 1 of 2006 the firefighters of the East Contra Costa Fire
Protection District have been without a contract and the County has stated
that there is a shortage of available resources to provide them with a decent
wage. Mr Tandy is being paid to manage the remainder of the East Contra Costa
County Reorganization Workgroup. There is already an Interim Fire Chief, 4
Battalion Chiefs,a representative from the County Administrators Office
working within the District. One of them should be able to see that project
through to completion. If resources are so tight, then we do not need to
extend the sub-contract of yet another manager for the Fire District so please
reconsider your proposed actions to extend Mr. Tandy's contract.

RE: Public comment pertaining to item C.40 from the Board agenda of Oct. 17, 2006
The following public comments are submitted on behalf of the Contractors' Alliance of Contra
Costa, a coalition of 25 community-based organizations that provide health and human services
in partnership with the county via contracts for service.
Item C.40 on the Consent Calendar of the Oct. 17, 2006 Board of Supervisors agenda proposes
the adoption of Position Adjustment Resolution No. 20146 to add a total of 27 positions to the
Mental Health Division, all funded by Mental Health Services Act funds.
The Contractors' Alliance appreciates the efforts by the Mental Health Division in reaching out
to community-based organizations (CBOs) in planning and implementing new programs under
the Mental Health Services Act (MHSA). These new programs are designed to serve the most
vulnerable and hardest-to-reach residents of our community to treat their complex mental health
needs, and it will take all of us working together to effectively reach and serve this population.
Agenda item C.40 describes the addition of 27 new positions within the Mental Health Division.
The Contractors' Alliance is not opposed to the county adding any new positions to the Mental
Health Division. However,we urge the Board of Supervisors, County Administrator and Mental
Health Director to develop and apply rigorous criteria when considering whether to create and
add new county positions to provide health and human services to the community.
These criteria should include:
1. Is this a job function that can only be appropriately or legally carried out by a county
employee, or can it be contracted out to a CBO or other community resource?
2. Is there any specific expertise available in the community, such as through CBOs, that
can provide these services at the level of quality desired and required?
3. What does a cost/benefit analysis show in terms of the short-term costs of creating a
county position vs. contracting it out, assuming that the quality of service provision
would be assured in either instance?
4. What long-term liability, particularly in terms of retirement benefit obligations, would the
county be taking on in creating this new position?
We encourage county leaders to not only ask these rigorous questions, but also to be open,
transparent and inclusive in bringing this information for consideration and deliberation in public
settings.
We all remember the very painful cuts that were made in the last round of budget hearings. The
Contractors' Alliance supports the county in taking necessary steps to ensure that county dollars
are stretched as far as possible in providing quality health services to our community.
