SUBJECT: Contract with Joel Flamand for Transportation and Operational Services Support.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
with Joel Flamand in the amount of$53,535 for Transportation and Operational Services Support during the
period November 1, 2006 through June 30, 2007. (Budgeted: 100% CalWORKS (15% County; 85% Federal))

CHILDREN'S IMPACT STATEMENT:
This contract directly supports all five community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families."
BACKGROUND:
The County's Employment and Human Services Department(EHSD)provides three transportation services to
CalWORKS (California Work Opportunity and Responsibility for Kids)participants and their children and to
teenage foster children emancipating from the foster care system. Mr. Joel Flamand provides transportation and
operational services support to two of the transportation services: Rides to Success Demand-Response Bus
Service (RTS) and the Children's Transportation Project(CTP). RTS is designed to assist CalWORKS
participants achieve self-sufficiency by providing same-day employment related transportation for eligible and
enrolled Contra Costa County Ca1WORKS participants. CTP, a custom route-based service, delivers door-to-
door transportation to and from daycare and school for the infant to high school aged children of Ca1WORKS
participants thereby removing primary barriers to employment and employment retention. Additionally, Mr.
Flamand coordinates the CalWORKS Auto Loan Program assisting CalWORKS participants to qualify and
obtain car loans through financial institutions for used cars that are obtained at discounted prices. This supports
Ca1WORKS participants' ability to be self-sufficient and retain successful employment.
