BACKGROUND:
California Consulting was selected through a competitive bid process (Request for Interest#279) to provide
consultation services to Children and Families Services (CFS) to comply with requirements of Assembly Bill
636, which enacted the California Child Welfare System Improvement and Accountability Act of 2001. AB 636
instituted an outcomes-based system for California's child welfare system to better meet the needs of children
and families. Counties were required to develop a System Improvement Plan(SIP), which would be the basis
for measuring the county's outcomes related to children's safety, permanence, and well-being.
California Consulting was instrumental in assisting CFS develop its SIP. This year, CFS anticipates seeking
more consultation and facilitation services from California Consulting as we move towards implementing a
state-required SIP self-assessment, updating our SIP, and completing other AB 636-related activities, projects,
and fairness and equity training. This amendment will augment the contract to accommodate more hours
needed for California Consulting to provide services to CFS related project planning and consultation, report
writing, meeting facilitation and training-related services not previously anticipated.
