Valentine,Director County Employment and Human Services Department r DATE: October 17, 2006 C ,—7-0 SUBJECT: Contract with California Consulting to Provide Facilitation and Design Services in the Development of a System Improvement Plan. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with California Consulting effective September 1, 2006 to increase the payment limit by$55,825 to a new contract payment limit of$105,325 with no change in the term of July 1, 2006 through June 30, 2007. (Budgeted: 100% State,No Matching) (All districts) FINANCIAL IMPACT: $105,325: 100% State CHILDREN'S IMPACT STATEMENT: This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing a system for ensuring outcomes are achieved. BACKGROUND: California Consulting was selected through a competitive bid process (Request for Interest#279) to provide consultation services to Children and Families Services (CFS) to comply with requirements of Assembly Bill 636, which enacted the California Child Welfare System Improvement and Accountability Act of 2001. AB 636 instituted an outcomes-based system for California's child welfare system to better meet the needs of children and families. Counties were required to develop a System Improvement Plan(SIP), which would be the basis for measuring the county's outcomes related to children's safety,permanence, and well-being. California Consulting was instrumental in assisting CFS develop its SIP. This year, CFS anticipates seeking more consultation and facilitation services from California Consulting as we move towards implementing a state-required SIP self-assessment, updating our SIP, and completing other AB 636-related activities,projects, and fairness and equity training.
