SUBJECT: Contract Amendment with Ms. Ella Stevenson for program services to the Employment and
Human Services Department, West County Volunteer and Emergency Services Program.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a
contract amendment with Ms. Ella Stevenson, to increase the contract payment limit by$15,900 to a new
payment limit of$79,235 and extend the term from October 31, 2006 to February 28, 2007 to continue to
provide services to the West County Volunteer and Emergency Services Program Ready-to-Work Clothes
Closet.

$79,235 Administrative Overhead Costs: 20% County, 40% Federal, and 40% State
CHILDREN'S IMPACT STATEMENT
This contract supports all five community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families"by
assisting in the stabilization of low income families and individuals in crisis.
BACKGROUND:
The Volunteer and Emergency Services Program provides emergency supplemental resources to stabilize low-
income families and individuals in crisis. The Ready-to-Work Clothes Closet (RTW), a program of the
Volunteer and Emergency Services, fundraises and obtains in-kind donations providing emergency food
assistance and business clothing for men and women seeking employment. Program services include
professional image consultation, employment presentation guidance and interview skills, volunteer work
experience, workshops and seminars addressing barriers to employment, skills to obtain employment, and
workplace skills assistance for employment retention. RTW program participants include CalWORKS,
Welfare-to-Work, General Assistance, and Fathers at Work Initiative Program (Rubicon).
Ms. Stevenson provides RTW Program Development services managing the organization and distribution of
clothing, administering volunteer program activities, and developing new program services.
This contract is for a limited period of time while the Department evaluates the continuing need for these
services to determine how best to provide them.
