ALLOCATE the salary of Forensic Analyst-Project to F85-1538 ($4,708-7,305); ALLOCATE the salary of Criminalistics Lab Aide-Project to VN5-1049 ($2,901-3,526) and ADD one (1) Forensic Analyst-Project and one (1) Criminalistics Lab Aide-Project positions. FISCAL IMPACT: There are no net County costs associated with these actions. According to the Office of the Sheriff, the total annual cost of the two requested positions will be $173,899 for FY 2006!07. Costs are offset by grant funds. BACKGROUND: Over, the past year, the Office of the Sheriff's Forensic Division has experienced a loss of experienced' technical staff in the Biology Unit which has severely hampered the Division's ability to provide timely services in the delivery of DNA analysis. The Forensics' Division applied for two (2) one-year grants under the President's DNA Initiative, DNA Backlog Reduction Grant, U.S_ Department of Justice and was recently awarded a grant of$210,000. The grant is to fund personnel costs associated with DNA backlog and equipment. The President's DNA Initiative is funded through September, 2009 although awards are granted yearly. The establishment of the Forensic Analyst-Project and Criminalistics Lab Aide-Project classifications will allow the Sheriffs Office to utilize grant funds and employ a DNA analyst that will be dedicated to screening evidence for biological material and subsequent DNA analysis.- Additionally, employ a Criminalisitics Lab Aide-Project for evidence screening and provide laboratory support functions to the Biology Unit_ CONSEQUENCE OF NEGATIVE ACTION: Should this request riot be granted, the awarded grant funds will be lost and the Forensics Division's V:;' aulliijr to }riuviciQ firTCiy St=FviCCS in thB deliveryof DNA analysis irVi+l b6 severely irTrpaCied. The proposed Criminalistics . Lab Aide-Project classification mirrors the salary, duties and responsibilities of the Merit System Criminalistics Lab Aide classification. The duties and responsibilities of the proposed Forensic Analyst-Project classification are similar to the Merit System Forensic Toxicologist i classification. The proposed salary range for the Forensic Analyst-Project classification is an extended salary range which mirrors the Forensic Toxicologist class series. Because the field of forensic sciences is transitioning into specialized areas and there are fewer people. for these different specialties, the proposed expanded salary range will allow the department the ability to recruit and employ experienced personnel above first step- The requested Forensic Analyst-Project position will be filled by an upcoming recruitment and the Criminialistics Lab Aide-Project position will be filled by utilization of the current Criminalistics Lab Aide eligible list. The Forensic Analyst-Project classification is Unrepresented Classified and Exempt. The Criminalistics Lab Aide-Project classification is to be represented by Deputy Sheriff's Association (DSA) Rank and File, non-sworn unit and will be notified of this action.
